CONDITIONS FOR UNDERGROUND TANK INSTALLATION <br />CITY OF EVERETT <br />(Updated 7-11-96) <br />Underground storage tank installation requires: <br />A 30-day notice of tank commissioning from Washington State Department of Ecology, <br />Chapter 90.76 RCW. <br />2. A SEPA review by the City of Everett Planning Department for installations exceeding 10,000 <br />gallons, individual or aggregate capacity. <br />a. Obtain a Notice of Construction from the Puget Sound Air Pollution Control Agency, <br />200 W Mercer #205, Seattle WA 95119-3958, Attn: Harry Watters (Phone: 296-7334). <br />3. A Fire Department permit for installation. <br />Submittal of plans to the Fire Prevention Bureau which show: <br />a. Size, location and product stored for each tank <br />b. Specifications on tank and piping materials <br />C. Corrosion protection, if applicable <br />d. Piping diagram, including fill openings and vent line and openings <br />e. Detail and locations of leak detection <br />f. Specifications for any special equipment <br />Fire Prevention Bureau inspections and test witness. Call 257-8120 for appointments for <br />inspections. <br />a. TEST FOR PIPING SHALL BE IN ACCORDANCE WITH UFC STANDARDS AS <br />FOLLOWS: <br />Sec. 7901.11.10. Unless tested in accordance with the applicable sections of <br />nationally recognized standards for pressure piping (see Article 90, Standard a.2.3), <br />piping, before being covered, enclosed or placed in use, shall be hydrostatically tested <br />to 150 percent of the maximum anticipated pressure of the system, or pneumatically <br />tested to 110 percent of the maximum anticipated pressure of the system, but not less <br />than 5 psig (34.47 kPa) at the highest point of the system. This test shall be maintained <br />for a sufficient time period to complete visual inspection of all joints and connections. <br />For a minimum of 10 minutes, there shall be no leakage or permanent distortion. Care <br />shall be exercised to ensure that these pressures are not applied to vented storage tanks. <br />Such storage tanks shall be tested independently from the piping. <br />Existing piping shall be tested in accordance with Section 7901.11.10 when the chief <br />has reasonable cause to believe that a leak exists. Piping that could contain flammable <br />or combustible liquids shall not be tested pneumatically. Such tests shall be at the <br />expense of the owner or operator. <br />EXCEPTION: Vapor -recovery piping is allowed to be tested using an inert gas. <br />b. TEST FOR TANKS SHALL BE IN ACCORDANCE WITH UFC STANDARDS AS <br />FOLLOWS: <br />Sec. 7902.6.16.1 General. Before being covered or placed in use, tanks and piping <br />connected to underground tanks shall be tested for tightness in the presence of the <br />chief. For pipe testing, see Section 7901.11.10. The system shall not be covered until it <br />has been approved. <br />(over) <br />
