shall be those requirements in effect at the time of application for Public Works <br />permits. <br />10. Because the site is located within the Silver Lake drainage basin, current City <br />standards require a wetpond in series with a vegetated swale to provide <br />stormwater treatment for pavement runoff from this project. The applicant <br />proposes to provide a wetpond on -site and upgrade the existing stormwater <br />treatment facility located to the north to meet the vegetated swale requirement. <br />Any alteration of the existing facilities must result in treatment and detention of <br />stormwater from the existing project to the north at least at a level consistent with <br />the requirements that were in place for that project. Otherwise, a vegetated swale <br />will need to be provided on -site in addition to the wetpond. <br />11. All chemicals or products of a hazardous or toxic nature that may be used or <br />stored on the site must be stored under cover and isolated from the storm <br />drainage system. <br />12. No hydraulic connection between the car washing area and the storm drainage <br />system shall be allowed. A discharge authorization issued by the City's Industrial <br />Pretreatment Program may be required for any discharge of washwater to the <br />sanitary sewer. <br />13. The design of the fueling area and underground storage tank area must meet City <br />standards. <br />14. Parking must be per City Zoning Code and City Design and Construction <br />Standards and Specifications. For the 2,552 square foot convenience store, <br />nine off-street parking stalls are required. A minimum of one handicap space <br />must be provided. <br />15. Placement and screening of refuse disposal areas must be provided per Section <br />39.080 of the Zoning Code as follows: <br />a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all <br />multiple family, commercial, industrial, and institutional developments and <br />shall not be located in a required front setback area, or street side <br />setback area for comer lots and must be located a minimum of five feet <br />from the building. <br />b. All garbage dumpsters and recycle bins must be screened from view from <br />the street and from adjacent properties. This screening may be done <br />using dense vegetation or by placing the dumpster or recycle bin in a <br />structural enclosure. <br />C. For specifics on design of refuse and recycling facilities, contact Rubatino <br />Refuse Removal, Inc. at 259-0044 for areas generally north of 112th <br />Street. For areas east of 1-5 from Valley View south, contact Waste <br />Management Northwest, Inc. at 337-1197. <br />
