shall be those requirements in effect at the time of application for Public Works
permits.
10. Because the site is located within the Silver Lake drainage basin, current City
standards require a wetpond in series with a vegetated swale to provide
stormwater treatment for pavement runoff from this project. The applicant
proposes to provide a wetpond on -site and upgrade the existing stormwater
treatment facility located to the north to meet the vegetated swale requirement.
Any alteration of the existing facilities must result in treatment and detention of
stormwater from the existing project to the north at least at a level consistent with
the requirements that were in place for that project. Otherwise, a vegetated swale
will need to be provided on -site in addition to the wetpond.
11. All chemicals or products of a hazardous or toxic nature that may be used or
stored on the site must be stored under cover and isolated from the storm
drainage system.
12. No hydraulic connection between the car washing area and the storm drainage
system shall be allowed. A discharge authorization issued by the City's Industrial
Pretreatment Program may be required for any discharge of washwater to the
sanitary sewer.
13. The design of the fueling area and underground storage tank area must meet City
standards.
14. Parking must be per City Zoning Code and City Design and Construction
Standards and Specifications. For the 2,552 square foot convenience store,
nine off-street parking stalls are required. A minimum of one handicap space
must be provided.
15. Placement and screening of refuse disposal areas must be provided per Section
39.080 of the Zoning Code as follows:
a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all
multiple family, commercial, industrial, and institutional developments and
shall not be located in a required front setback area, or street side
setback area for comer lots and must be located a minimum of five feet
from the building.
b. All garbage dumpsters and recycle bins must be screened from view from
the street and from adjacent properties. This screening may be done
using dense vegetation or by placing the dumpster or recycle bin in a
structural enclosure.
C.
