The on-site buffers of both these wetlands are comprised of maintained lawn. This <br />lawn provides some water quality benefits through erosion control and filtering of <br />sediments from overland flow. Other functions are limited by lack of woody <br />vegetation and vegetative structure. Overall, functions and values provided by the <br />on-site buffer areas are low. <br />PROPOSED IMPACTS TO FUNCTIONS AND VALUES <br />To accommodate this development, the applicant is proposing to reduce a total of <br />1,740 square feet o� the on-site buffers through averaging. <br />POS7 MITIGA710N FUNCTIONS AND VALUES <br />As mitigation for the proposed 1,740 square feet of buffer reduction, the applicant <br />is proposing to designate an additional 1,868 square feet of equivalent quality lawn <br />area as buffer. This proposed buffer averaging plan is expected to maintain overall <br />tunctions and values of the site. <br />WILDLIFE <br />No mammals were observed on-site during our investigation. At the time of the <br />investigation, the fol;owing avian species were detected: American crow (Corvus <br />brachyrhynchoc), American robin (Turdus migratorius), black•capped chickadee <br />(Poecile otricapillus), rufous-sided towhee (Pipilo erythrophtholmus), and song <br />sparrow (Melospiza me(odio). No amphibians or fish were detected on-site. <br />6 u <br />
