The site is localed at 2020 112''' Street SW, Everelt, Washinyton. A Cateyory II <br />Wetlands which is located near the southeastem comer of the ste, is riparian wetland <br />assor.iated with the on-site tributary of Swamp Creek. As a riparian wetland, this arca mce!� <br />Ihe criteria for a Category II �vetland ctassification under the City oi Everelfs Environmentatly <br />S�nsitive Areas Ordinance. Category II weUands in the Cily of Evsrett typically rece���e <br />75-foot protectivo buifers of native vegetalion measured irom the delineated bounaary. <br />An unnamed tributary of Swamp Creek (Category I) flows along the westem and soulhern <br />portions of Ihe site. This stream is a main tribulary of Swan�,� Creek, and comprises a porlion <br />ot thc headwaters of the Swamp Creek system. Calegory I slrcams in Ihc City of E�erett <br />typically receive minimum 700-foot protective buffers of native vegetation measured from thr- <br />top ot the upper bank, if that cannot be determined, from the ordinary hic�h water m�rk as <br />surveyed in lhe field. <br />II DEVELOPMENT PROPOSAL <br />The current developmont proposal by F1�iH Developments, LLC �s to construct nineteen (19� <br />single-tamily residential units on 2.2 acres ei an environmentally sensilive area. The city has <br />�ssucd a grading permit and SEPA Determinalion to reduce ihe bufters of both the stream <br />and ihe welland (rom 100 and 75 feel respectively l0 34 feet from the welland and an <br />a��erage o( sixty (n0) feet irom the stream. The buffer areas have been reduced and were <br />Ieyally cleared in lhe past. To main'ain tunctions and values of the environmental!y sensitive <br />areas, ihe applicant proposed to dedicate 39 square feet as additional buffer area and to <br />enhance the entire remaining area of 35,273 square feeL The applicant has completed the <br />buffer reduclion and buffer enhancement and restoration plai! as outlined in t6e Sensilive <br />Area Study and Buffer Mitigalion Plan by WeUand Resources, dated February 26. 2003 and <br />revised on February 3, 2004 <br />III PROJECT MONITORING PROGRAM <br />The City of E� erett normally requires five years of maintenance and monitor�ng for m�ligation <br />sites. The moniloring proqram shall be for a period o( five years from ihe compleiion of buffer <br />e nhancement and miligation to delermine the success of �he mitigation area, and to <br />�mp!enient nny necr,ssary correclive actions I( after five years, Ihe projecl is deen��d <br />
