shall not be less than fifty (50) percent of the standard buffer width or twenj� <br />(20) feet, whichever is greater. <br />4. A shed and garage are currently located within the wetland buffer. The shed is <br />approximately 10 feet from the edge of the wetland, and the garage is <br />approximately 20 feet from the edge of the wetland. The remaining portion of <br />the required buffer inGudes a mix of area Geared for yard use by the cuRent <br />residential dwelling and a small amount of native vegetation. <br />5. The Applicant submitted an application for a reduction in the required 75 foot <br />wetland buffer to thirty seven and one-hali (37.5) feet, which is fifty (50) percent <br />of the required buffer width. The proposa� inGudes a mitigation plan for <br />enhancement of the wetland buHer area. The enhancement plan inGudes <br />removal of the garage and shed and replanGng of the buNer with native shrubs <br />and trees, such as Crataegus douglasii, black hawthom; Fraxinus latifolia, <br />Oregon ash; Pyrus fusca, wild crabapple; Sorbus scopulina, mountain ash; and <br />Thuja plicata, Westem red cedar. <br />5. A Revised MDNS was issued on August 28, 1992 pursuant to the State <br />Environmental Policy Act. The MONS requires that mitigation be provided per <br />the proposed wetland mitigaUon plans, with some modificaGons and additions. <br />The proposed buffer reduction would not result in significant adverse impacts to <br />the environment. <br />CONCLUSIONS: <br />The required 75 foot wide wetland buHer for the Category II weUand at the <br />southem portion of Phase II of the Casper Creek apartments has been <br />substantially altered by past single family development of the property. <br />2. The proposed buHer enhancement plan would improve the functlonai value of <br />the buHer and lha wetland by removing existing strudures located in the buHer, <br />and planting native Vees and shrubs. This will resutt in a more diverse habitat <br />tor wildlife by providing forape, shelter and protection. <br />3. The enhanced butter would not result in niore than a fiity (50) percent reduction <br />in the standard buHer width, and the reduced bufter would nol be less lhan the <br />minimum dimension allowed by buHer width averaging (20 feet). <br />DEC�SION: The City oi Everelt Planning Director hereby GRANTS approval of the <br />request by Schneider Homes, Inc. to aliow a buffer width reduction to 37-1/2 feet, <br />rather then the 75 feet required tor Category II weUi�nds. A buffer a minimum of <br />37-1/2 feet wide is required around tho entire southem wetland, inGuding the expanded <br />wetland ueated for wetland mitigation. <br />PUBLIC NOTIFICATION: The zoning code requires that property owners within 300 <br />feet of the subject lof and other property owners who could be affected by the <br />modificaGon of the Zoning Code requirement be notified of the Planning Directors <br />decision und the procedures for appeal of fhe decision.
