Dear Citizen: <br />PLA/�//1�/A►'G AND <br />'OA�IMUN/TY OEL/E[IOPMENT <br />PLANNING DIRECTOR DECISION <br />IIC #4-92 <br />August 31, 1992 <br />INTRODUCTION: The City of Everett Planning Department has received an <br />application from Car1 Bloss, Schneider Homes, Inc., 8510 Southcenter Blvd., Tukwila, <br />WA, to allow a 50 percent reduction in the required buffer width for a wetland on <br />Phase II of the proposed Casper Creek Townhouse site. The property is located south <br />of Silver Lake Road and west of 19th Avenue SE. The Zoning Code requires the <br />Planning Director to review the proposed buffer reduction based upon criteria listed in <br />the Code, issue a decision as to whether the buffer reduction is pertnitted, and notify <br />property owners within 300 feet of the site and other property owners who may be <br />impacted by the decision. <br />FINDINGS: <br />The City is reviewing a proposal by Schneider Homes to consWct a 122 unit <br />apartmenUtownhouse project south of Silver Lake. The proposal is divided <br />into two phases: Phase one consists of 110 townhouse units on a 10.12 acre <br />site, and Phase II consists of 12 townhouse units on a 1.2 acre site. Wetlands <br />exist on both Phase I and Phase II, and Silver Lake Creek (the outfall to Silver <br />Lake) runs along the east property boundary of Phase II. The proposal <br />inGudes the fill of wetlands, and mitigation through the creation of expanded <br />wetlands, wetland enhancement, and buffer enhancement. WeUand reports <br />are available for review at the Planning Department. <br />2. Phase II of the proposal is subject to compliance with the City's current Zoning <br />Code, which repulates environmentally sensidve areas. A riparian wetland <br />exists on the south and east portions of Phase II of the proposed Casper Creek <br />Tovmhouse site. The Zoning Code Gassifies the weUand as a Category II <br />wetland and requires that a 75 foot buHer be provided adjacent to the wotland. <br />3• Sedion 37.100.D. ot the Zoning Caie allaws the Planning Director to reduce <br />the standard weUand buffer width only when there has previously been <br />subatantlal Iepal akerabon of the wetland and/or buffer on the subject lot or <br />adjo��ing lots. The Planning Director must require buHer width averaging rather <br />than allowinp a buffer width reduction except when the proposal inGudes a <br />wetland and buHer enhancement plan that improves the func�tional value of the <br />buHer and the wetland.
