AGENCIES WITH JURISDICTION A Hydraulic Project Approval (HPA) is required from the Washington State Department ot Fisheries or Wildlife. More stringent detention and water treatment requirements than the City would impose may be placed on the projed as a condition of the HPA. A copy of the HPA must be included along with the plans for Public Works review. Placement of fill in wetlands may require a pertnit from the U.S. Artny Corps of Engineers. The applicant should contact the Corps to determine whether a pertnit is needed. 3. A National Pallutant Discharge Elimination System (NPDES) permit, administered by Washington State's DepaRment of Ecology, is required for clearing and grading activities on this site due to its size (more than 5 acres). A Notice of Intent for coverage under Ecology's Baseline General Pertnit for Stortnwater associated with construction activities must be submitted for activities disturbing five acres or more of soil on or after October 1, 1992. MITIGATION OF ADVERSE iMPACTS BY SEPA 3. Any grading/fill on this site shall be done so as to not impact the surrounding properties. (SEPA EaRh, Land and Shoreline Use Policies) All public utilities an the site must be installed to City Design Standards. The trenches must be excavated to bearing soil and approved backfill installed per Design Standards. (SEPA Public Services and Utilities Policies) Prior to issuance of any pertnits, the Applicant must pay a mitigation fee of $171,099.00 per the Interim Traffic Mitigation Ordinance No. 1870-89. (SEPA Transportation Policies) City standard driveway entrances are required to the site irom Silver Lake Road. A maximum of two accesses to Silver Lake Road are pertnitted. Dnveway locations shall be safely coordinated with adjacent properties and properties across Silver Lake Road, with the locations approved by the Citys TraKc Engineer. (SEPA Transportation Policies) 5. A bus shelter is required on Silver Lake Road per City Design Standards. In addition, curtent infortnation on Community Transit and Everett Transit schedules fares, and rideshare programs must be placed in a cenVal place conspicuous to tenants and visitc�s. (SEPA Transportation Policies) 6. A pedestrian circulatlon system tor the site must be approved by the Planning and Public Wortcs Departments prior to the issuance of any building permits. Pedestrian walkways shall provide for efficient and convenient movement on- site and shall provide for access from the site to Silver Lake Road. Walkways shall be separated from parking stalls and driveways by wheel stops or curbing where possible. (SEPA Transportation Policies) The EvereK School District has commented that the project will adversely impact the School District. Prior to the issuance of building pertnits, the Applicant must provide payment per the attached voluntary mitlgatlon agreements dated December 17, 1990 and July 23, 1992 (Attachment 1).
