and Utilities Poli�ies) <br />Phaae I- A minimum of 10 percent of the site must be provided in usable <br />recreaGon space. Landscaping in the parkmg areas and landscaping in <br />setbacks where landscape screening is required shall not be counted in meeting <br />this standard. Recreation facilities must be provided for a range of age groups. <br />A minimum of one tot lot is required. Tot lots must be located in central areas, <br />where adequate supervision of children can be provided. <br />As part of the building permit application, the Applicant must submit a recreation <br />plan including standards and specifications for recreation areas and equipment, <br />both inside and outside the building, inGuding pictures of proposed equipment. <br />If sufficient infortnation is not known at time of submittal for building pertnits, <br />minimum specifications or examples m:�st be provided. Prior to the issuance of <br />Building pertnits, the Planning Depanment must approve a plan for on-site <br />recreation facilities. (SEPA Public Services and Utilities Policies) <br />9 Phase I- Scree�ing of all refuse disposal areas, mcluding recyGing areas, must <br />be provided. The location of refuse disposal areas rnust be shown on the site <br />plans submitted for building pertnits. (SEPA Land and Shoreline Use Policies) <br />10. Prior to issuance of any pertnits, landscaping plans must be reviewed and <br />approved by the Planning Department The landscaping plan must show <br />location of required vegetated swales, rockenes and retaining walls, and grading <br />at 2 foot intervals. The wetland and buHer plantings may be incorporated into <br />the landscaping plan for the site, or in a separate plan. Imgation systems must <br />be provided in all landscaped areas. (SEPA Land and Shoreline Use Policies) <br />11 All extenor lights shall be directed downward onto the site and away from <br />adjacent properties. (SEPA Land and Shoreline Use Policies) <br />12. All necessary erosion control measures must be utilized and maintained to <br />ensure sediments stay on site and do not enter the Silver Lake/North Creek <br />drainage system. An erosion and sedimentation cor,trol plan must be reviewed <br />and approved by the Public Works Department pnor to issuance of any pertnits. <br />(SEPA caRh and Water Policies) <br />13. Per City policies, due to the proximiry of the site to environmentally sensitive <br />areas, seasona� limitations will be placed on land alteretion activitles. Land <br />alteration a�kivities are defined in the City's Oesian and Construction Standards <br />and Snedficati�n� as Geanng, grubbing, excavation, filling, gradinp, and <br />stockpilina. Detenr,inetion of the exact seasonal limitation period requires site <br />specific in�ortnation genrrally not available until the project design stage. <br />However, pieliminary analys�s using the information availeble at this time <br />indicates that land alteration activi•,ies on the project site will be restrided co the <br />period behveen April 1 and October 1. (SEPA Water and Plant and Animal <br />Polides) <br />14. Development of the site muct not adversely affed the hydrology of the site's <br />wetlands. It is im�•�rtnnt that the hydroperiod for the wetlands not be altered to <br />the point that ma�ur species changes will occur. The quantity and rate of water <br />entering the wetlands must be detertnined for current conditions. Under <br />developed conditions, a similar rate and quantity of root drainage or treated <br />runoff must continue to be discharged to the weGand(s).
