c. Freestanding signs shall be limited to one per developmant. The sign <br />shall not exceed forty square feet in surface area if the sign is located <br />on ?hase I(R-3(A) Zone). The maximum sign area shall be thirty-two <br />(32) sGuare feet if the sign is located on Phase II (R-3 Zone). <br />d. All other signs must comply with the most restrictive requirements of <br />the SMMP and the Zoning Code. <br />Recreation: <br />Findina: Recreation use is pertnitted in the Urban Environment subject to <br />the general regulations. The general regulations state that recreation <br />facilities shall be designed to take maximum advantage of and enhance the <br />natural character of the shoreline area. The Casper Creek property is <br />separated from Silver Lake by Silver Lake Road (121 st St. SV1�. <br />Recreation spacelfacilities are included as part of the proposal, including a <br />recreation building and pnvate yards/patios for the units. The MDNS places <br />additional requirements on the proposal to mitigate the adverse impacts on <br />the partcs and recreation system, inGuding provision of a tot lot (Condition <br />8 on pages 2 and 3 of the MDNS). The conditions require that the <br />Planning Department approve a plan for on-site recreation facilities prior to <br />the issuance of building portnits. <br />Because the residents of the complex will demand accsss to the shoreline, <br />the Parks Department recommends that the Applicant be required to <br />conUibute to planned shoreline public access improvements. <br />Conclusion: Recreation facilities will be provided on the site. However, <br />since the property is separated from Silver Lake by Silver Lake Road (121st <br />St. SY1�, the recreation facilities do not take maximum aJvantage of the <br />shoreline area. <br />The Parks Department recommends that the Applicant be required to <br />contnbute to planned shoreline public access improvements to <br />accomrnodate a portion of the residents' demand for public access to Silver <br />Lake. <br />Landfill and Solfd Waste Disoosal <br />Findina: The general regulations require that landfills be permitted only <br />wh9n used as preparation for an activity othenvise pertnitted by the SMP for <br />the environment in which it is located. Such landfilis are also subject to the <br />regulations for the proposed use. Applications which include landfilling <br />must include the following infortnation: <br />a. Physical, chemical and biological character of landfill material; <br />b. Scurce of la�;dtill matenal; <br />c. Method of placement and compaction; <br />
