d. Sewage disposal `acilities and water supply facilities must be provided <br />in accordance with appropriate govemmental health and water quality <br />laws and regulations. Storm drainaga facilities must be separated <br />from sewage disposal systems. <br />The SEPA MDNS requires the applicant to submit an erosion and <br />sedimentation contol plan to the Public Works Department. The plan must <br />show that all suffident measures are utilized and maintained to ensure <br />sediments stay on site and do not enter the Silver Lake/North Creek <br />drainage system. (Condition 12 on page 3 of the MDNS) <br />Sewage and water supply faciiities will be provided in accordance with Ciry <br />regulations. Stortn drainage facilities will be separate from sewage disposal <br />systems. <br />Conclusion: A condition should be piaced on the proposal to require that all <br />utilities be constructed underground. <br />Sians: <br />Findin : Signs are pertnitted in the �rban Environment subject to the <br />general regulations and specific regulations in the Urban Environment. All <br />signs must also be in confortnance with the sign requirements of the Zoning <br />Code. Fhase I signs must be in compliance with standards included in the <br />R-3(A) zone in effect in 1989. Phase II signs must be in confortnance with <br />the requirements of Sign Category D of the current Zoning Code. The <br />sign requirements!ar� included as Enhibit 9. Where the sign requirements <br />are in contlict, the more restrictive requirement should apply. <br />ConGusion: Signs on the site must comply vn,h thd requirements of the <br />Zoning Code or the requirements of the Shoreline Management Master <br />Program, whichever are more sVingent. It is iikely that a freestanding sign <br />will be provided at the entrAnce to the site. The sign must comply with the <br />following requirements: <br />a. The m�cimum allowable height tor oll signs shall be five (5) feet from <br />ground level to sign top in areas dominated (more than 50% of land <br />area within a 300-foot radius) by residential uses. Except that flush <br />mounted signs may be placed on buildings so that the top of the sign <br />is above 5 feet in height, as long as the height of the sign is not more <br />than three (3) feet in residential areas. (SMMP) <br />b. Signs be constructed against existing buildings to minimize visual <br />obstructions oi the shoreline anu water bodies, wherever feasible. <br />Applicatio�is for freestanding signs shall �temonstrate that it is <br />infeasible or impracticable to mount the requested sign tlush on the <br />bu�lding.
