All other signs must comply with the moct restrictive requirements of the SMP and <br />the Zoning Code. <br />All excess public right-of•way between the frontage improvements and the lot line <br />must be landscaped to Type III Standards of the current Zoning Code. <br />5. The Applicant and/or the applicant's contractor must notify the City of Everett if <br />any possible archeological data are uncovered during excavation or <br />development. Failure to comply with this requirement shall be considered a <br />violation of the Substantial Developmer.t Permit. <br />6. A complete building permit application for Phase I must be filed within 90 days of <br />issuance of a Shoreline Substantial Development Pertnit for the proposal and <br />such filing must result in issuance of a building pertnit. (See Casper Creek <br />Vesting Decision, Exhibit 6.) <br />Construction or substantial progress toward construction of Phase II must be <br />undertaken within two years after final approval of the Shoreline Substantial <br />Developmc:�; Permit, and completed within five years.
