Archeoloaical Areas and Historic Skes <br />Findina: The general regulations regarding archeological areas and historic <br />sites require tliat all shoreline pertnits contain a special provision requiring <br />pertnittees to notify the City of Everett if any possible archeological data are <br />uncovered dunng excavation or development. Failure to comply with this <br />requirement shall be considered a violation of the Substantial Development <br />Pertnit. <br />Conclusion: A condition should be placed on the proposal requinng <br />compliance with the above requirement. <br />RECOMMENDATION: <br />Based upon the above findings and conGusions, the Planning Department is <br />recommending that the Shoreline Substantial Development Pertnit be approved wi::i <br />the following conditions: <br />1. The project must be developed in compliance with all Zoning standards, the <br />conclitians of the Rovised Mitigated Detertnination of Non-Significance, and <br />Shoreline Master Program requirements. <br />2. All utiliry lines shall be underground. <br />3. A plan detailing proposed signage must be reviewed and approved by the <br />Plannir�g Department prior to issuance of any sign pertnits. The plans will be <br />reviewEld for confortnance with the Snohomish County SMMP and the City of <br />Everett Zoning Code. Permits will also be necessary from the City of Everett <br />Building Department. <br />Any freestanding sign must be in confortnance with the tollowing standards: <br />a. The maximum allowable height for all signs shall be five (5) feet From <br />ground level to sign top in areas dominated (more than 50% of land area <br />within a 300-foot radius) by residential uses. Exc?pt that flush mounted <br />signs may be placed on buildings so that the top of the sign is above 5 feet <br />in height, as long as the height of the sign is not more than three (3) feet in <br />residential areas. (SMP) <br />b. Signs be consVucted against existing buildings to minimize visual <br />obstructions of the shoreline and water bodies, wherever feasible. <br />Applications for freestanding signs shall demonstrate that it is infeasible or <br />impracticable to mount the requested sign flush on the building. (SMP) <br />c. Freestanding signs shall be limited to one per development. The sign shall <br />not exceed forty square feet in surtace area if the sign is located on Phase I <br />(R-3(A) Zone). The maximum sign area shall be thirty-two (32) square feet <br />if the sign is located on Phase II (R-3 Zone). <br />9 <br />
