I <br />CASPER CREEK TOWNHOUSES �%� �'�' �Oo <br />DESCRIPTION OF PROPOSAL: <br />Substantial Development permit, <br />the following: <br />y,4 F�F � <br />�s �Fr .. <br />The proposed action is the issuance of a Shoreline�A� r'• <br />building permits, and Public Works permits to allow <br />Phase I: The demolition of a single family house, the construction of a 110 unit <br />apartmenUtownhouse complex in 25 buildings on a 10.12 acre site, and construction of <br />a recreation building. <br />Phase II: The construction ot 12 apartmenUtownfiouse units in 4 buildings on a 1.2 <br />acre site. <br />The buildings would range trom one story to three-story structures. <br />The site is located in the North Creek basin. Silver Lake Creek is located on and <br />adjacent to Phase II. The proposal includes the fill of wetlands and mitigation, which <br />consists of expansion of oxisting wetlands and enhancement of wetlands and wetland <br />buffers. The Applicant has also proposed a wetland buffer reduction per Section <br />37.100 of the Zoning Code. <br />Phase I is being reviewed under the zoning designation and zoning code in eHect at <br />time of application for SEPA review (1989).
