/ <br />AGENCIES WITH JURISD!CTION <br />A Hydraulic Pioject Approval (HPA) is required from the Washington State <br />Department of Fisheries or Wildlite. More stringent detention and water <br />treatment requirements than the City would impose may be placed on the <br />project as a condition of the HPA. A copy of the HPA must be inGuded along <br />with the plans for Public Works review. <br />2. Placement of fill in wetlands may require a pertnit from the U.S. Artny Corps of <br />Engineers. The applicant should contact the Corps to detertnine whether a <br />permit is needed. <br />3. A National Pollutant Discharge Elimination System (NPDES) permit, <br />administered by Washington State's Department of Ecology, is required for <br />clearing and grading activities on this site due to its size (more than 5 acres). A <br />Notice of Intent for coverage under Ecologys Baseline General Pertnit for <br />Stormwater associated with constrvction activities must be submitted for <br />activities disturbing five acres or more of soil on or aker October 1, 1992. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />1. Any grading/fill on this site shall be done so as to not impact the surrounding <br />properties. (SEPA Earth, Land and Shoreline Use Policies) <br />2. All public utilities on the site must be installed to City Design Standards. The <br />trenches must be excavated to bearing soil and approved backfill installed per <br />Design Standards. (SEPA Public Ser:ices and Utilities Policies) <br />3. Prior to issuance ot any pertnits, the Applicant must pay a mitigation fee of <br />5171,099.00 per the Interim TraHic Mitigation Ordinance No. 1670-89. (SEPA <br />Transportation Policies) <br />4. City standard driveway entrances are required to the site frnm Silver Lake Road. <br />A maximum of two accesses to Silver Lake Road are pertnitted. Driveway <br />locations shall be safely coordinated with adjacent properties and properties <br />across Silver Lake Road, with the locations approved by the Ciry's Traffic <br />Engineer. (SEPA Transportation Policies) <br />5. A bus shelter is required on Silver Lake Road per City Design Standards. In <br />addition, current infortnation on Communiry Transit and Everett Transit <br />schedules fares, and rideshare programs must be placed in a cenVal place <br />conspicuous to tenants and visitors. (SEPA Transportation Policies) <br />6. A pedestrian Grculation system for the site must be approved by the Planning <br />and Public Worlcs Departments prior to the issuance of any building pertnits. <br />PedesVian walkways shall provide for efficient and convenient movement on- <br />site and shall provide for access from the site to Silver Lake Road. Walkways <br />shall be separated from parking stalls ana driveways by wheel stops or curbing <br />where possible. (SEPA Transportation Policies) <br />7. The Everett School District has commented that the projed will adversely impact <br />the School District. Prior to the issuance of building pertnits, the Applicant must <br />provide payment per the attached voluntary mitigaHon agreements dated <br />December 17, 1990 and July 23, 1992 (Attachment 1).
