the potential drainage problems, and that plans for water management were <br />inadequate prior to highway construction and the development of Silverlake <br />and Murphy's Corner. <br />Planning for these areas did not provide for sufficient drainage fields, <br />surface water reservoirs, ditches or other means to handle resultant water <br />runoff from the three area water basins. Highway constructio�, extensive <br />urban and commercial development, impenrious surfaces, erosion <br />contributing sediment loading and degradation predisposed my property to <br />damage. <br />The actions of the City, County, and WASDOT have caused the damages chat <br />now make my land an area a severe flood hazard control area when waier <br />rises. I have been informed that my property is required for widening <br />Hiohway SR527 and as a Surface Water Reservoir Facility, for the vaell <br />being of those who have developed the area. I wish to be reimbursed for <br />what I believe is fair market value for my home and property. I am aware <br />of the current real estate rates in my area, and the value of my property, <br />including the city's purchase Hoagie Park and the price paid for that area. <br />The Supreme Court of the United States of America has �uled that the <br />right to exclude others from ene's property is considered one of the most <br />essential rights of landowners. Taking a person's property to remedy a <br />public problem not created by that person is not allowed. See: <br />36.70W.020 attached) <br />I am asking for: <br />1. Property payment of 52,645,000 tax free <br />Account #302 805-4-012-004 and <br />Account 301 805-4-014-003. <br />2. Six months to relocate following the sale of the property. <br />3.
