The greatest Ievei of flooding occurred in April�49 (,� <br />This was the fi t e t to west back up floodinn 1 have ever known. The pond outlet was <br />increase from�asin. This was caused by high density devebpment without <br />surface retention reservoirs and also huge water increase from south basin and lack of <br />surface water reservoirs. The 30 inch culvert has not been the problem. <br />See: Entranco 1993-94 study. <br />Unacceptable faulty practices to drain from wrong side of hill: <br />The pond backed up from the east to west an Dec. 14,1995, following additional high <br />density development on the south side of 127 St. SE (Silverlake Basin), and project <br />completion on the west side of 12800 Block/SR 527, (South Basi�) area. There was <br />no permit to drain free surface water from south basin to mid-basin. <br />1996 Silverlake Basin increased high density development, causing increased runoff with insufficient <br />surface water retention reservqi�rs.��� �ec. 28 th, 1996 to Jan. 7, 1997 mid-basin (12600 block SR 527; <br />flooded 1 B feet above normal w�C�Y'�' (16 foot rise in mid-basin took 10 days to lower water <br />able to normal rise in water levels) <br />1997 In January, Siiverlake receded repidly. Trout Pond was high because of channeiing high <br />velocity drainage from south-basin to mid-basin. plus excessive highway runoff in mid•basin <br />oont 4a <br />
