We empathizc <br />with your siwation, and understand that you are very anxious to resolve the drainngc <br />problem. <br />Your house }looding appears to be related to a number of issues, including incremental <br />increases in tlow from developments in the area, a potentially undersized culvert under the <br />State Highway, the increased flooding of the nawral channel between Silver and Rugg's <br />Lakes, tlie lar,k of maintenance of the pond outlet, and the location of your home itself in a <br />natural low arca. Wc have investigatcd your (looding problem threc times in the field, and <br />have met or talked with you by phone many times. We appliedjointly with the City of <br />Gverett (ansuccessfully) for a State grant to address the flooding issues in the stream <br />betwcc;i Silvcr and Itugg's Lakes. We referred your drainage problem to Emergency <br />Management, so that you could get assistance in exploring potential funding availability. <br />1Ve havc also met with our Planning and Development sta(1; who review development <br />proposals, to ensure that thcy are aware of your flooding problem. <br />�Vc have coordinated cl%rts with the City of Everctt and the State Department of <br />Transportation regarding potential solutions to the Flooding problems of the stream <br />corridor. The City of Everett is funding an cngineering report to determine solutions to <br />the Silvcr Lake flooding problem, and that study will also assess your llooding problem. <br />Tl�e report should be finished in Spring and any projects in the County right-of-way that <br />may reduce your (looding that are identificd through the Ciry's report will be considered <br />for construction. Also, according to our conversations with the State Department of <br />Transportation, die Stnte plans to widen the highway in approximately 1999, and it is our <br />undcrstanding (although you should confirm this for yourself with WSDUT) that your <br />flooding problem, especially with any undersized culverts, would be addressed at that <br />time. <br />,,.�„,.. , �.... <br />
