WA 98208 <br />Subj: Silver I.ake Outflows <br />Dear Mrs. Maag: <br />Thank you for meeting with me at Silver Lake on Peb. 9, 1996. 1'd like to responu to <br />some of the concerns you expressed during our field meeting and in your Feb. 8, 1996 <br />telephone call ro the Mayor's office. <br />To summarize my understanding of your concern, the level of the pond immediately <br />east of your home at the above address rises too high during storm events, floods your <br />yard and nearly floods your Uasement. You attribute this flooding to high lake levels in <br />Silver Lake. <br />.4s we have discussed in the field on Feb. 9, 1996, the higher pond levels have little to <br />do with higher lake levels in Silver Lake. The outlet of Silver Lake is restricted due to <br />a very flat channel immediately downstream of Silver Lake. The level of Silver I.ake <br />can rise fairly rapidly during major rainfall events when the inFlow is much greater <br />than the restricted outflow. This resvicted outflow from Silver Lake reduces <br />downstream tlooding problems. Therefore, the more water that is retained within <br />Silver Iake, thc lower the pond level should be. <br />In my opinion the higher Ievels of tlie pond immediately east of your home is aYected <br />much more by runoff from propeities downstream of Silver Lake than by the outflow <br />of Silver Lake. Approximately 130 acres downstream of Silver Lake drain into the <br />pond east of your home. The rate of runoff from these 130 acres will far exceed the <br />rate of outflow from Silver L.ake in moderate and heary rainstorms. Therefore, the <br />key is managing stortnwater runoff in the 130 acres downstream of Silver Lake. <br />One suggestion that I made in the field was to fill the swale on your property that <br />connects your backyard to the culvert under SR 527. 1'his would prevent the pund <br />from backing up into your yard.
