Drewet <br />County Executive <br />2930 Wetmore Avo. <br />Everett, WA 98201 <br />(206)308-3408 <br />FAX (206) JB8�6494 <br />On Monday, February 26th, your sister Delores phoned in a drainage compiaint. She felt that <br />the City of Everett, the State Dept. Of Transportation, Providence Medical Center and Safeway <br />were causing her flooding problem by dumping too much storm water into your pond across the <br />road from her house. However, when I came out to investigate that same day and checked the <br />garage area as well as the wetland at the back of her house, I iound no evidence that the pond <br />had plugged up and backed up into Ihe wetland and flooded the garage, as had occurred during <br />my first investigation of her original drainac�e complaint ,f December 14th, 1995. <br />It appears that even though your sister's house and family's pond are in the County, the greater <br />portion of drainage you are receiving originates within the City of Everett. As you and I have <br />discussed previously, Everett is a separate jurisdiction not under our authority, and therefore <br />we cannot control their surface water runoff. However, all new development within unincor- <br />porated Snohomish County is required to install stormwater facilities to reduce the effect of <br />their drainage on olher propeRy and natural or engineered drainage systems downstream. <br />If you have any actual or potential damages related either directly or i�directly to development <br />within the City of Everett, your issues should be directed to them. <br />In the mean time, there are steps that can be taken to prevent fut� � flooding. 1) Install an <br />adequate trash rack over the intake of the pond's outlet pipe to ensure that the pond does not <br />plug up. 2) Construct a berm across the swale to the wetland along the south edge of tFie <br />driveway to the garage. 3) Installing drywel's at each downspout, especially at the south side of <br />the house and garage should prevent potential flooding in the garage due to roof drainage <br />backing up behind the berm. Drywells will coltect the rain water from lhe roof and allow it to <br />soak into the ground. <br />If you need lechnical advice pertaining to any of these approaches, I will be glad lo discuss <br />these matters with you, either ovsr the phone or on site. In addition, we will continue tu monitor <br />existing conditions in lhr area and investiaate drainage issues as they arise. We also urge you <br />to voice your concerns regarding recent and new development upstream from your property. <br />There is no substitute for personal involvement and citizen action.
