The <br /> existing north water supply line to Smith Island was constructed in 1958. The pipe was constructed with no <br /> casing and is reaching the end of its useful life.Based on recent hydraulic modeling,the pipe needs to be <br /> upsized to provide adequate fire flow protection on Smith Island. The Tulalip Water Pipeline Segment No. 3 <br /> project will replace the existing 8-inch steel pipe with an 18-inch high-density polyethylene pipe utilizing <br /> horizontal directional drilling. This new pipeline, along with the south water supply line,will be adequate to <br /> provide fire and industrial/domestic water supply to the island under future build-out conditions. For cost <br /> efficiency,this pipeline will be rolled into the construction of the 36-inch Tulalip Water Pipeline. The total <br /> project cost is estimated to be$6.88 million,with$3 million in funding from the DWSRF loan and the <br /> balance from service revenues. The terms of this low-interest loan are a 1.5%interest rate with a 20-year <br /> term. <br /> RECOMMENDATION: <br /> Authorize the Mayor to sign the 2010 Drinking Water State Revolving Fund Application Form for the <br /> Tulalip Water Pipeline Segment No. 3. <br /> 17 <br />
