6 <br /> PUBLIC WORKS <br /> February 3, 2010 <br /> Kitty Weisman <br /> Department of Health <br /> Office of Drinking Water <br /> PO Box 47822 <br /> Olympia, WA 98504-7822 <br /> Dear Ms. Weisman, <br /> The City of Everett Public Works Department operates the City water system; ID number <br /> 24050L, under an approved Water System Plan.The plan was submitted to DOH on March 20, <br /> 2007 with subsequent submittals on October 4, 2007 and was approved by DOH on January 9, <br /> 2008. <br /> The capital component of the approved plan includes the retrofitting of approximately 12,500 <br /> non-metered services in 2015-2016 at an estimated cost of$16.4 million.This metering <br /> schedule was included in the DOH-approved Water system Plan for completion of metering all <br /> of Everett's customers. Currently, Everett can account for over 90%of the water Everett <br /> delivers;therefore,the non-metered portion of our service areas represents less than 10%of <br /> our total delivery. The scope and cost of this project are such that with the limited availability <br /> resources.for capital,several projects that addressed potential public health risks needed to be <br /> scheduled in advance of city-wide metering. <br /> The City of Everett is committed to constructing the capital improvement plan (CIP) as <br /> submitted to DOH.The availability of funds from the Drinking Water State Revolving Fund <br /> assists greatly in our ability to complete construction costs and remain financially stable while <br /> avoiding rate volatility. <br /> At this time,the City requests a metering exemption so we can be in consideration for the 2010 <br /> DWSRF funding cycle. <br /> Sincerely, <br /> Dave avis, .E., <br /> Public Works Director <br /> 18 <br /> CITY OF EVERETT • 3200 Cedar Street • Everett, WA 98201 • (425) 257-8800 • Fax (425) 257-8882 <br />
