• 3 <br /> Silver Lake Hydroplane Race Information <br /> 1. The race is sponsored by the Seattle Outboard Association(SOA). These are limited hydroplanes, limited <br /> in both engine size and boat size governed by-the American Power Boating Associations, (APBA). All engines <br /> are outboards, ranging from 15 HP to 60 HP. All boats and motors must be compliant with APBA restrictions - <br /> that include motor,boat, and weight restrictions. <br /> 2. Races are divided into age classes for youths and adults. Race heats are run for each class with finalist <br /> moving up until each class has a winner. Boats are of wood/fiberglass construction and must meet APBA -- <br /> restrictions. This is a family event with youth racing one race and mom or dad the next race. <br /> 3. The event generates boat motor noise which is constant during the day. The residents around the lake <br /> are subject to this-sound all day. Races begin at Noon and are done by 6 PM. The 15 HP boats are the <br /> quietest as they are required to be stock. The 60 HP are allowed to be modified and generate more noise <br /> when racing. Races generally last 5 minutes or less as it doesn't take long to circle the lake for 5 laps at 30 <br /> MPH. The apartments and houses on the East and South side of the lake absorb most of the noise. Noise is <br /> the reason the event is limited to one power boat race a year on Silver Lake. <br /> 4. Part of the permit process is community notification. The department will publish the public hearing <br /> notification for the park commission in the paper before the public hearing and also before the permit goes to <br /> City Council for action. The neighborhood is also sent a draft use permit for comment at either the park <br /> commission public hearing or the city council meeting. In previous years,the Silver Lake Action committee <br /> has officially supported the races on the lake. <br /> 5. City ordinance requires SOA to apply for a permit, limits motor boat racing to one a year, requires an <br /> application to the Parks Department which includes a public hearing at the Park Commission, review from the <br /> Everett Police Department and requires City Council approval of the request for the race. <br /> 6. Insurance, on site medical assistance, rescue boats with trained divers and adequate staff are all required <br /> as a part of the permit or for Ai-ABA sanctioning. I he permit proce s T .IT- - • • •• Os-• - • Dtor <br /> size restrictions in effect normally at Silver Lake. (8 MPH and 9.9 HP) The lake is closed to other boating <br /> uses during the race. <br /> 7. SOA rescue boats are staffed by volunteers who have been doing this race for years. The APBA has <br /> strict rules concerning how many boats and staff are required to be on the lake during the race or they won't <br /> issue insurance. The SOA have a representative from the club who enforces the APBA requirements in <br /> regards to safety of boats, staff and event area. This includes the"pit area". SOA have trained PADA scuba <br /> diver in the event a boat sinks. Each boat is equipped with a dead-man's throttle and when they flip out,the <br /> motor shuts off. Sinkings are not common, but flips do happen. <br /> 8. The pit area is located on the beach from the boating dock to the swimming area south. If they have more <br /> racers, they will use the beach south of the swimming beach, but only as a last resort as the lake is very <br /> shallow and mucky there,which is not good for their engines. The"Pits"are marked off and any public who <br /> wants to enter the"Pits" are required to sign a Hold Harmless and obtain a pit pass. This allows the public to <br /> • get up-close and personal with the boats and the racers. We allow the tow vehicles and trailers to park on the <br /> beach and they use the south area as overflow parking. They are permitted to use the emergency access <br /> road down into the park for ingress and egress for the event. Vehicles begin arriving at 6 am for the set up <br /> crews who set buoys, race markers and rescue boats. SOA is out of the park around 8 pm after doing a <br /> complete litter-pock-up of the park. They have always left the park cleaner than when they arrived in the <br /> morning., <br /> 9. SOA is required to have Everett Fire or Medic One on-site for injuries if needed. -SOA enlists a volunteer <br /> group such as Police Explorers or a Scout group to assist with traffic directing in the park parking lot. As an <br /> added benefit this helps decrease vehicle prowls during the race. Parking staff are required to wear orange <br /> traffic vests for safety and visibility. <br /> 13 <br />
