Engineering consultant company R.W. Beck was hired by the City to evaluate these different approaches and has completed an Alternative Project Delivery Assessment. Based on their finding,they recommend use of General Contractor/Construction Manager(GC/CM)approach as an alternative delivery procedure for the construction of the Water Pollution Control Facility Phase C Expansion as allowed by RCW 39.10. The estimated construction cost for this project is$73,000,000. The City is seeking approval to use this procedure for construction of the Phase C expansion and to advertise for Requests for Proposals from qualified contractors to provide GC/CM services. RECOMMENDATION: Authorize use of General Contractor/Construction Manager Alternative Delivery Procedure for the Water Pollution Control Facility Phase C Expansion and advertisement for a Request for Proposals to provide GC/CM services. 107
