9 <br /> l' f <br /> To: Tim Marks An SAIC Company <br /> From: Robert Bingham/Art Griffith <br /> Subject: City of Everett Alternative Project Delivery Assessment <br /> Date: March 17,2010 <br /> Background <br /> The City of Everett has prepared an engineering study, which identifies required facility <br /> modifications and upgrades to the Everett Water Pollution Control Facility ("EWPCF"). The <br /> City is evaluating various contracting approaches to procure design and construction services, <br /> including the Design-Bid-Build ("DBB"), General Contractor/Construction Manager <br /> ("GC/CM"),Design-Build("DB")approaches. <br /> R.W. Beck was hired by the City to evaluate these delivery options and assist the City in <br /> identifying the preferred option. This memorandum summarizes the results of this analysis. <br /> Project Delivery Options <br /> The City intends to select one of three possible delivery approaches. Two of these options, <br /> GC/CM and DB, are classified as "Alternative" because they are specifically authorized under <br /> Chapter 39.10 RCW Alternative Public Works Contracting Procedures. <br /> • Design-Bid-Build (DBB). DBB is the traditional approach to delivering projects. In DBB <br /> the owner first selects the architect/engineer to define and develop the project bid documents <br /> and then selects a contractor based on lowest bid. DBB is a process the City is very familiar <br /> with and has used to deliver nearly all of its public works projects to date. <br /> • General Contractor/Construction Manager (GC/CM) — In GC/CM the owner enters into <br /> two contracts, one for GC/CM preconstruction services and the second for GC/CM <br /> construction services. The GC/CM team is responsible for working with the design team to <br /> refine the design development and to manage the construction of the project. All <br /> construction work is competitively bid as subcontracts with public bid openings. The City <br /> used the GC/CM process on the most recent expansion of the EWPCF. <br /> • Design-Build (DB). In DB the owner hires a design-build team through a qualifications and <br /> price based selection process.
