If more people attend the event than expected,ACS shall immediately <br /> arrange for additional sanitation facilities. <br /> 16. if,and to the extent,areas or booths are dedicated to children and children's activities(other <br /> than retailing of children's goods),ACS shall run background checks of all volunteers and staff <br /> manning such booths and areas and shall not allow any persons convicted of crimes against <br /> children or registered sex offenders to staff or man such booths and areas. <br /> 17. ACS must inform food vendors,if there are any,that they need to obtain a Snohomish County <br /> Health District mobile food service permit or temporary food service permit in advance of the <br /> event The permit must be dearly posted at the vendor location.Vendors without a valid permit <br /> will not be allowed to operate. <br /> 18. Beverages containing alcohol may not be sold or served. <br /> Vendors <br /> 19. No vendors are anticipated. <br /> Financial <br /> 20. From the time of permit issuance through the day after the event,neither ACS nor any of its <br /> officers may be in default or arrears with any City financial obligation. <br /> Traffic <br /> 21. The street dosure area is approved as designated on the attached street closure plan. <br /> 22. Detailed signing and detour plan shall be provided by ACS for review by City Traffic Engineer no <br /> later than 1 September,2010. Approval of City Traffic Engineer must be obtained by 15 <br /> September,2010. City Traffic Engineer is authorized to require changes to signing and detour <br /> plan. ACS is encouraged to submit the signing and detour plan sufficiently far in advance to as <br /> to obtain approval before ACS makes any commitments to vendors or others. Any commitment <br /> by ACS to others shall not affect any requirements of the City Traffic Engineer. <br /> 23. ACS shall arrange and pay for placement of all necessary barricades and signs.ACS shall provide <br /> any and all labor for manning traffic barricades at intersections. Barricades will always be <br /> manned by ACS and moved as needed for emergency access or other needs. <br /> 24. Barricades will be staged at the intersections of Wall and Colby,Hewitt and Colby,Everett and <br /> Colby,23`d and Colby,and 19th and Colby. As the walking group approaches and the police <br /> officers shut down each intersection,ACS staff will move the temporary barricades to block <br /> cross traffic while the walkers pass. The barricades will be removed when the walk group has <br /> passed,as directed by police officers,and staged for the return group as directed by police. <br /> 25. ACS staff and volunteers will remove all traffic barricades and signage once the returning <br /> walking group has passed and place all barricades and signage at the intersection corner(off <br /> street)for pickup. <br /> 26. At its option,and if ACS pays overtime for traffic technician,the City may consider flashing <br /> operations of signal lights at involved intersections while the walk is occurring. <br /> Risk Management <br /> 27. $1 million dollar event insurance provided by September 1,2010,with the City endorsed as <br /> additional insured,with coverages specified by the City and with an insurer acceptable to the <br /> City. <br /> 28. ACS and its officers must jointly and severally defend,indemnify and hold the City harmless <br /> from any and all daims of any kind in a form provided or approved by the City Attorney's Office, <br /> to be completed by September 1,2010. <br /> 12 <br />
