�A.1:3 <br /> � <br /> Pu/flit Works <br /> REQUEST FOR QUALIFICATIONS <br /> Broadway Bridge Replacement <br /> Notice is hereby given that"Statements of Qualifications"will be received by the City of <br /> Everett until 4:00 PM,Tuesday, May 11,2010 for Preliminary Engineering,Design <br /> Engineering,and Construction Engineering services for the Broadway Bridge Replacement <br /> Project. <br /> PROJECT DESCRIPTION <br /> The work to be performed by the consultant consists of performing preliminary <br /> engineering,environmental review,design,PS&E,and possibly construction engineering <br /> services. The project will involve the demolition and replacement of the bridge over the <br /> BNSF railway mainline on Broadway Avenue,in Everett Washington. This section of <br /> Broadway is a five lane principal arterial carrying vehicular volumes in excess of 30,000 <br /> ADT. Broadway Avenue is a primary emergency access route to the Providence Regional <br /> Medical Center and carries local and regional traffic to the Everett Station multimodal <br /> transportation center and is a primary access route to SR 529. The project will provide <br /> interesting challenges regarding adjacent building thresholds, vertical curve constraints and <br /> clearance requirements over the BNSF railway tracks. The proposed scope of <br /> improvements include demolition,traffic control,utility coordination, bridge structure <br /> replacement(including curbs,sidewalks,illumination),associated roadway improvements, <br /> utility improvements (drainage,water, sewer), outside utility coordination, BNSF <br /> coordination and railway related bridge features,non-motorized transportation <br /> improvements,and aesthetic considerations potentially including landscaping and <br /> irrigation. The major phases and features of the selected consultant's services are as <br /> follows: <br /> Scope Development: <br /> • Prepare a detailed scope of services based on a draft scope of work outline to be <br /> provided by the City. <br /> • The project will require bid ready construction documents by October 2011. It is the <br /> intent of the City of Everett that the project shall be scheduled for bid advertisement <br /> by no later than November 2011 for the summer 2012 construction season. Scope <br /> alternatives shall include project options that include an analysis of the benefits and <br /> constraints of full and partial bridge closure and associated detour routes and traffic <br /> control. <br /> Preliminary Engineering: <br /> • Preparation of Preliminary Engineering,which shall include land surveying and <br /> 30%design plans for review. <br /> • Coordination and negotiation with BNSF <br /> 22 <br />
