The project <br />area is located in the northwest area of north Everett generally west of the Legion Memorial Golf Course and <br />Everett Community College Campus (EvCC) as noted on the attached map. This project is intended to address <br />the following combined sewer and storm drainage issues: <br />• Basement flooding on Alverson, Grand, Rucker, Hoyt, Colby and N. Wetmore Avenues between 4th <br />Street and 10th Street <br />• Combined sewer backup/storm water flooding problems at Rainier Hall on the EvCC campus <br />• "Level of service" for the combined sewer collection system in the overall general area <br />• Wet weather flow rate in C -Basin trunk sewer; and to siphon headworks and CSO overflows at SR02 <br />and SR03 <br />This project offers an opportunity to utilize ponds on Legion Golf Course for surface water detention, <br />supplementing golf course irrigation needs; and to partner with EvCC to implement a solution to the flooding <br />problems. This scope of work and budget is for the preliminary design of the project and will be conducted <br />during the remainder of 2015 and in early 2016. Construction cost is estimated to be approximately $5.7 <br />million. <br />RECOMMENDATION (Exact action requested of Council): <br />Authorize the Mayor to sign the Professional Services Agreement «ith Murra}. Smith &-- associates, Inc. to <br />provide Preliminary Design services for the 'NTorthv,-est Storm -water Separation Project in an amount not to <br />e:,_ceed $'-03,101. <br />1 <br />
