3 <br /> FilM/c Wofis <br /> EfigineeringaPalle So vices <br /> REQUEST FOR QUALIFICATIONS <br /> 36th Street (or Vicinity) BNSF Pedestrian Crossing <br /> Notice is hereby given that"Statements of Qualifications"will be received by the City of Everett <br /> until 4:00 PM, Tuesday,June 1st,2010 for"Preliminary Engineering", "Design Engineering", <br /> and"Construction Engineering"services for the 36th Street BNSF Pedestrian Crossing. <br /> BACKGROUND <br /> The City of Everett has entered into a Private Public development of the Everett Riverfront <br /> wherein both the City and the developer have defined responsibilities. While the developer's <br /> responsibility is to provide mixed use residential and commercial development,the City's <br /> responsibility is provide major utilities and transportation connections,riverfront access,habitat <br /> and wetland improvements, and public amenities. The crossing at 36th Street will provide <br /> convenient pedestrian access from the Riverfront Development to Everett Station and the <br /> downtown business district. <br /> Site selection study, and concepts, site survey, and exploratory geotechnical work has been <br /> completed by David Evans and Associates as part of an earlier consulting agreement. The <br /> successful consultant will use this information as a starting point and proceed with design and <br /> development of project contract documents.Prior completed work includes crossing site <br /> selection,preparation and submission of Right of Way drawings to WSDOT and BNSF,and <br /> proposed crossing alignments. The City believes this work provides the best design solution and <br /> no retro review is required. The intent is to a seamless continuation of permitting and design <br /> process culminating in final bid documents. <br /> PROJECT DESCRIPTION <br /> The tasks to be performed by the consultant will likely include the following elements: <br /> • Document review and summarization of prior work for this project. <br /> • Continuous coordination with WSDOT and BNSF through the design process. <br /> • Preparation of necessary environmental permitting documents and coordination of <br /> required SEPA and Shoreline requirements. <br /> • Presentations and Public Meetings <br /> • Preparation of 30%, 60% and 90%project review documents <br /> • Final Plans, Specifications, Estimate and associated bid documents. <br /> The work to be performed by the consultant consists of preparing preliminary engineering, <br /> environmental review, design,PS&E, and possibly construction engineering services.The <br /> 6 <br />
