School District that they have received a payment of $230,000 to mitigate school district <br /> impacts from the Merrill Creek site. <br /> 19. Prior to issuance of any permits, the applicant must provide an easement to the <br /> Zevenbergens per the requirements of the Amended Concomitant Agreement. <br /> 20. Parking must be per the Amended Concomitant Agreement and City Design and <br /> Construction Standards and Specifications. A minimum of 2 spaces must be provided <br /> for each of the 72 units. Calculations showing the number of parking spaces must be <br /> provided on the site plan submitted for building permits. <br /> 21. A landscape plan showing compliance with all applicable conditions in the Amended <br /> Concomitant Agreement must be reviewed and approved by the Planning Department <br /> prior to issuance of any permits. <br /> The plan must cover the following areas: <br /> a. Landscaping along 13th Avenur. West. <br /> b. Revegetation of all areas disturbed during construction in the native growth <br /> protection tracts/easement. <br /> C. Landscaping of the proposed recreation areas, open spaces, and detention ponds. <br /> d. Landscaping of the parking lot. <br /> e. Fencing of wetland buffers and native growth protection tracts/easements. <br /> f. Planting along trails. <br /> The plan must be to scale and must include the following: <br /> a. Proposed final grades. <br /> b. Species names of all plants proposed to be used. <br /> C. The number, size, and spacing of all proposed plants and the height of trees and <br /> shrubs at time of planting. <br /> d. Method of irrigation proposed. <br /> e. Location and dimension of required planting areas. <br /> f. Fencing details <br /> g. The location of pedestrian walkways and sidewalks. <br /> h. Soil preparation and planting specifications. <br /> i. Planting details for street trees per the city's tree policy. <br /> j. Calculations for required parking lot landscaping and the areas actually provided. <br /> Note that condition 29 of the Preliminary Subdivision Approval for this property requires <br /> that street trees be provided on 13th Avenue West. Street trees were also shown on <br /> the Landscape Design Concept in the DEIS and referenced in the Amended <br /> Concomitant Agreement. Street trees must be shown on the landscape plan. <br /> A permit must be obtained from the Parks Department prior to installation of any trees in <br /> the public right-of-way per Ordinance 1948-93. The species, size, and planting details <br /> must be in conformance with the standards in the Public Tree Policy. <br /> Notes: <br /> The proposed landscaped area in the parking lot does not comply with the <br /> conditions in the Amended Concomitant Agreement. <br /> A 15-foot landscaped area is not provided along the north property line of Phase 2 <br /> 9 <br />
