NOW, THEREFORE, the City of Everett heceby GRANTS <br />PRELIMINARY I�PPROVAL of Short Subdivision /47-91 wi.th the <br />following conditions: <br />1. The construction plans submitted for preliminary short <br />plet approvel have not been reviewed and are subject to <br />chenge in [he construction plan review of this project. <br />2. Lot deeiyn/configuration for thie ahort subdivieion <br />shell be as shown on the Preliminary Short Plat mep <br />on Pile wlth the Planning Depertment subject to <br />required clienges es stated in the following <br />requirements. Any chenges in the design and/or <br />configuratlon of the lots or access will zequire <br />approvel by both the Public Works end Plnnn:ng <br />Depertments. <br />7. Detailed drawings in accordence vith C,ty <br />De�,ign end constrvction stenderda shell be submitted <br />to the Public Works Depertment showing utilities, <br />storm drainege, temporery constructlon erosion <br />control, end all required improvements in the public <br />right-of-way. Public Wozks Depertment epprovel of <br />these drewings 1s required prior to eny permits being <br />issued. All improvements shell be completed and <br />epproved or e performance guerentee submitted beEore <br />finel short subdivision epproval is granted. <br />4. The Everett School Dlstrict hee informed the City of <br />lmpacte thet would result trom the project. According <br />to the City's School Cistrict Mitigetion Interim <br />Policy, e sum of 52,880 hes been requested by the <br />School Dietrict. A written egreement between the <br />School District end epplicent hae been provided. <br />5. Flooding of Pigeon Creek A2 occure et thie locetion end <br />mey extend to the reer of lots ) and 4. The yerd end <br />buildinq erees of theee lots must be cc�structed a <br />minimum of 2 Eeet above the 25 yeer Llood level of <br />Pigeon Creek /2. Determinetion of the elevetlun of the <br />25 yenr flood level will require hydraulic nna!ysis of <br />the Plgeon Creek I2 atream eyetem by the epplicant, <br />perLormed to the setiafaction of the City of Everett <br />Public Works Depertment. Any flllinq performr.d on this <br />�site to raise yerd and building erees musl not reise <br />flood levels on adjacent properties. <br />6. A Cetegory II riperian wetlend extends westwerd from <br />the edge of Pigeon Creek /2 epproximately 77'. This <br />environmentelly sensitive feeture must be protected by <br />providing the following: <br />e. Provlde e 75� buffer of existing vegetetion eastward <br />from the edge of the wetland. <br />b. Prior to construction, provida a temporery construction <br />fence elonq the edqe of the vetlnnd bufter to prevent <br />intrusion into the wetlend buffer. . <br />c. A note must be pleced on the final myler R��ting that <br />"Greding, filling, alteration, or plecement of <br />structures she:l be prohibited in the atream chennel <br />and buffer except as permitted in the terms of approval <br />Por this short subdivlsion. There shell. be no cutting, <br />removel, clearing or modificetion of eny vegetetion <br />within the ESA except for heznrdous or diseased trees <br />as epproved by the Plenning Department." <br />d.
