SUMMARY <br />1929 74th <br />Owner: Snohomish County <br />We inspected this property on January 4, 1971, after w received an anonymous <br />complaint, and found the structure to be vacant, open to the public and badly <br />deteriorated. <br />The owner, Mrs. Deloris Siltman was contacted and she stated that she was <br />letting the house go back as there was a large Internal Revenue Lien on the <br />property. <br />On March 16, 1971 we re -inspected the property and found that it was still <br />open and further deteriorated. <br />We advertised an intent to abate on March 26 and March 31, 1971. There were <br />no responses to this advertisement. <br />On November 13, 1972 we issued a formal Notice of Unsafe Building to Mrs. <br />Siltman. This notice was returned as unclaimed. <br />I <br />The property was offered for sale by the Snohomish County Treasurer for back 1 <br />taxes on November 17, 1972. As there were no bidders, the structure became <br />the property of Snohomish County. <br />In July of 1973, the City Attorney met with the Snohomish County Prosecutor <br />in an attempt to resolve the matter. <br />On October 15, 1973, Mr. Bennett wrote a letter to the Snohomish County I' <br />Commissioners. There was no response. <br />An inspection of the structure on November 15, 1973, revealed that there has <br />been no effort made to resolve the matter. <br />On November 21, 1973 the City Attorney wrote to Elmer Johnston, Snohomish <br />County Deputy Prosecutor. Apparently there was no response to this letter. <br />On December 20, 1973 I queried the City Attorney on the status of the property. <br />He stated that he would call Snohomish County. <br />A re -inspection of the property was made on January 3, 1974. The structure is <br />still open and badly vandalized. <br />There has been numerous neighborhood complaints about this structure. <br />
