DECLARATION OF NON-SIGNIFICANCE N80-35 <br />Description of Fropocal <br />The proposed action is the i.ss�ance of building and qrading permits to allow the <br />construction of a 9-unit apartment building on an approximately 15,000 eq. ft. lot. <br />The following factors were considered and the listed requirements were placed in <br />response to comments submitted during our review of an Envizonmental Checklist for <br />this proposal: <br />1. The site is zoned R-3, Multiple-Family Low Density Residential Zone, which <br />would allow this use. M occupied single-family residence and deteched garage <br />cnrrently exist on the site (to be removed). An approximately 3 foot grade <br />difference exists along 75th St.•frontage. Substantial attractive landscaping <br />currently �xists along ncarly the entire perimeter of the site, including ever- <br />green tree:t and ehrubs and other various vegetation. <br />2, Access is proposed via 75th St. Ten feet of additional right-of-way along the <br />75th.st. frontage shall be deeded to the City of F.verett. Street improvements <br />and a Covenant of no-protest for a Local Improvement District in confozmance <br />with city ordinances are required. <br />3. 14 parking space.a are required. Pazking area shall be desiqne�i in a mannec <br />approved by Public Works so as to discouraqe vehicles from backing into <br />75th St. right-of-way. <br />4. Drainage shall be designed in conformance with the City's 3rainage ordinance. <br />On-site detention is required. An erosion control plan shall be submitted to <br />and approved by Public Works prior to co�mnencing construction activities. <br />5. Participation in the program to fund the north and south central sanitary <br />sewer interceptor is required. <br />6. A detailed drawing shall be submitted to the Public Works Department showing <br />parking layout, landscapinq, driveways, utilities, storm drainage, and <br />all required improvements to the public right-of-way. Public Works De- <br />partment approval of these drawings is required before any Fermits are <br />issued. All improvements shall be completed before the Occupancy Permit <br />is issued. <br />7.
