7. The site contains two Category II wetlands and a Category III <br />stream. Wetland 'A' is the larger of the two wetlands and is <br />located in the northwest cor.ner of the site, within a small <br />riparian corridor surrounding the intermittent stream. Wetland <br />'B' is s:naller and is located primarily off site to the east. A <br />small finger of this wetland extends over the east property <br />line. These features have been delineated and categorized <br />according to the City's Interim Environmentally Sensitive Areas <br />Ordinance in a report dated 5eptember 26, 1991 prepared by Terra <br />Associates, inc. <br />The required buffer for the two wetlands is 50 feet. No <br />clearing, grading, alteration or placemPnt of structures will be <br />permitted in the stream, wetland;, or their buffers. A notice <br />on the title for the property must be recorded with the <br />Snohomish Co»nty Auditor which states these restrictions <br />regarding use of the property. Such. notice must be submitted to <br />and approved by the Planninq Department prior to issuance of <br />building permits. (SEPA Land and Shoreline Use 2olicies) <br />e. The hydrology of Wetland B, located in the northeast corner of <br />t:te site, may be affected by to the increase in impervious <br />surface area on thQ upland portion of the site, and by discharge <br />of stormwater runoff into the wetland. At this time, the extent <br />of the impact on this wetland is not clear; therefore, prior to <br />issuance of building permits for this site, the Planninq <br />Department must review drainaqe calculations and methods of <br />discharqe to the wetland to determine the extent of the impact <br />rn Wetland B. If impacts to the wetland will occur, a <br />mitigation proposal must be submitted and an addendum to this <br />SEPA Determination will be necessary. The wetland mitigation <br />proposal must be submitted to and approved by the Planning <br />Department. This will require a II.B review process. (SEPA <br />Land and Shoreline Use Policies) <br />9. This SEPA de£ermination is vested under the Zoning Code and <br />interim Environmentally Sensitive Areas ordinance effPctive <br />January 13, 1990, and ITMO. A completed building permit <br />application must be submitted within 90 days of the date the <br />MDNS becomes final, or a new SEPA review (subject to the codes <br />and ordinances in effect at the date of filinq) will be <br />required. (SEPA Land and Shoreline Use Policiesj <br />Note: If the project is constructed in phases, a SEPA Addendum <br />will be required for Phase I construction. The addendum will <br />address a limited range of issues, such as clearing, grading and <br />parking. Future phases will require an additional SEPA review <br />under the SEPA policies in effect at tne time of application. <br />(SEPA Land and Shoreline Use Policies) <br />4 <br />
