4. No development shall occur within twenty-five (25) feet of any stream, <br />creek, or wetland except for the minimum development necessary to provide <br />vehicle or pedestrian crossings in locations approved by the Planning <br />Department. All such stream, creek, and wetland areas shall be left in <br />their native condition except as necessary to clean up human generated <br />debris or accomplish the above mentioned crossings. (SEPA Earth, Water, <br />Flora, Fauna, and Recreation Policies.) <br />5. Building Design: (SEPA Aesthetics policy) <br />a. Buildings shall be sited and designed to assure architectural <br />compatibility with the surrounding buildings and environment. <br />b. Heating/venting/ air conditioning/elevator equipment placed on the <br />roof, on the facade, or external to the building on the ground shall <br />be architecturally screened by designing the equipment into the <br />building form. The equipment shall be screened from the adjacent <br />parcels. <br />C. Buildings with facades greater than forty (40) feet in length shall <br />be architecturally treated or landscaped so as to create visual <br />breaks in the facade. Specific elevation plans must be approved by <br />the Planning Department prior to issuance of Buildins Permits. <br />6. Outdoor Storage and Fences: (SEPA Land Use and Aesthetics Policies) <br />a. Outdoor storage and refuse disposal areas shall be visually screened <br />from public rights -of -way, and surrounding properties by substantial <br />landscaping, berming, or solid fences. <br />b. Chainlink, cyclone, and barbed wire fences shall only be allowed in <br />situations requiring security measures and shall be approved by the <br />Planning Department. <br />7. Air Quality: (SEPA Air and Transportation/Circulation Policies) <br />a. Development of the site shall be in compliance with Puget Sound .fir <br />Pollution Control Agency regulations and shall not result in the <br />City of Everett becoming a Non -Attainment Area. <br />b. No activity or use on the site shall cause or permit the emission of <br />an air contaminant in sufficient quantity and of such <br />characteristics and duration as is or is likely to be injurious to <br />human health, plant or animal life, or property or which <br />unreasonably interferes with the enjoyment of life and property. <br />8. Vibrations from any machine, operation or process on the site shall not <br />exceed 0.003 of one inch displacement applied to the frequency range of <br />zero to five thousand cycles per second, as measured off the lot on which <br />such machine, operation or process is located. (SEPA Other Policies) <br />
