8. All development on this site, including construction activity shall comply <br />with Everett Municipal Code (EMC) 20.08 Noise Control. (SEPA <br />Environmental Health Policies) <br />MITIGATION REQUIRED BY SEPA <br />1. A minimum of 10 feet of sight obscuring natural vegetation or landscaping <br />shall be provided along the property line of that portion of the site <br />being developed adjoining every designated commercial or industrial parcel <br />unless the total buffer can be guaranteed on an adjoining property. A <br />similar ten (10) foot wide landsca?ed buffer shall be provided along the <br />northern edge of that portion of the site being developed. Pedestrian <br />paths connecting pedestrian systems on adjoining lots, driveways and <br />underground utilities may be incorporated in these buffer areas. (SEPA <br />Aesthetics Policy) <br />2. Parking Areas: (SEPA Land Use, Light and Glare, and Aesthetics Policy) <br />a. Parking areas shall contain parking for no more than sixty (60) <br />vehicles and shall be separated from other parking areas by a ten <br />(10) foot wide natural vegetation or landscaped buffer. <br />b. Parking areas shall provide a minimum of ten (10) feet of natural <br />vegetation or landscaping between vehicle parking rows and a minimum <br />of ten (10) feet of natural vegetation or landscaping between <br />parking areas and internal driveway/roadway system. At a minimum, <br />these landscaped or natural vegetation areas shall cover ten (10) <br />percent of the parking area. <br />C. Natural vegetation should be preserved where appropriate and <br />landscaped areas should consist of sod, deciducus and coniferous <br />trees and hardy ground covering plants. <br />d. An irrigation system shall be provide for the parking area <br />landscaping where necessary to preserve the vegetation. <br />e. Berms or other appropriate screening sufficient to provide a <br />substantial visual buffer are encouraged between parking areas and <br />other adjacent properties. <br />f. Lighting for parking areas and the exterior of buildings shall be <br />shielded and directed away from adjacent properties. <br />3. In lieu of substantial landscaping immediately around the proposed <br />building, special supplemental landscaped or natural vegetation areas <br />shall be provided at the the southeast corner of the proposed development <br />site, along the entire eastern boundary of the development site, along the <br />western edge of the development site, and along the southern boundary <br />adjacent to separately defined parcels, as shuwn on the landscaping <br />concept plan dated 11-9-87 as modified.
