NOTICE OF DECISION <br />AND <br />PLANNING DIRECTOR'S UNLISTED USE DETERMINATION <br />NO. 99-017 <br />CASCADE COFFEE COMPANY <br />INTRODUCTION: The City of Everett Planning Department has received a request by Cascade <br />Coffee, Inc. to determine whether a coffee roasting facility is a permitted use in the M 1, Office and <br />Industrial Park Zone. 'Ire City of Everett Zoning Code does not specifically list this tape of use in any <br />zone. Hnwever, the code does provide a process whereby the Planning Director may make a <br />determination as to whether or not this use shall be permitted in the M-I Zone at a specific location. <br />BACKGROUND: A coffee roasting facility is proposed to be located in a portion of an existing <br />manufacturing building on a 20 acre parcel located at 1525 75'h Street SW. Parking for the use and <br />other manufacturing uses that may occupy the building will be provided in accordance with the Zoning <br />Code. <br />Section 2.080.D.2 of the City of Everett Zoning Code requires that the Planning Director use the <br />following criteria in determining whether a proposed use closely resembles a permitted use in that zone: <br />a. The use resembles or is of the same basic nature as a use or uses expressly authorized in the <br />applicable zoning district or districts in terms of the following: <br />i. the activities involved in or equipment used or materials employed in the use; <br />ii. the effects of the use on the surrounding area, such as traffic impacts, noise, dust, odors, <br />vibrations, lighting and glare, and aesthetic appearance. <br />b. The use is consistent with the stated purpose of the applicable district or districts. <br />c. The use is compatible with the goals and policies of the Everett General Plan. <br />FINDINGS: The proposed use involves processing of a food product. Raw coffee beans enter a <br />roaster through a series of elevators and conveyors. Within the roaster, a portion of the beans is burned <br />away. After cooling, the finished product is packaged and transported by truck to various distribution <br />centers. <br />Cascade Coffee proposer: relocation of an existing roasting facility currently located at 729 101r Street <br />SE, in Everett. The existing facility is located within the C-IR zone. Thz properties on the opposite <br />(south side of 100i° Street are zoned R-3, Multipic-Family. This facility received SEPA approval from <br />the City in 1989 (SEPA J18-89). <br />The proposed new location for the coffee roasting business is on a 20-acre parcel located at 1525 75" <br />Street SW. This parcel is located one parcel north of 75" Street SW. <br />
