Everett's ComprehenAve Plan designates the area as Office and Industrial Park, and the Zoning Code <br />designates the area is M-1, Office and Industrial Park. It is the purpose and intent of the <br />Comprehensive Plan and Zoning Code that this area be developed with high quality well -designed <br />office, manufactunng and warehouse uses. <br />The proposed use is similar in nature to a wholesale bakery, which is a permitted use in the M-1 zone. <br />A wholesale bakery would use similar processes, and would rely upon trucks to transport raw materials <br />and finished product. Truck access would be through an access easement from 75'" Street SW, which is <br />an arterial street. Truck traffic from this facility is not expected to impact residential streets and <br />neighborhoods. <br />This use is also similar in many respects to a number of uses in the area that involve fabrication, <br />assembly, manufacturing, warehouse, and office activities. There will be office, packaging, and <br />warehouse functions, as well as a processing component (coffee roasting and grinding). <br />Environmental impacts of the proposal are expected to be similar to impacts created by other permitted <br />uses in the M-1 zone, including a wholesale bakery, and other typical manufacturing warehouse and <br />office activities. The primary activity occurring at the site (i.e., coffee roasting) would be contained <br />within the building and is subject to air quality regulations imposed by the Puget Sound Air Pollution <br />Control Agency (PSAPCA). The roasting process involves burning of a portion of the coffee bean. <br />This process has the potential to generate odor. It is anticipated that this impact would be mitigated if <br />the use complies with permit requirements of PSAPCA. <br />The proposed coffee roasting facility would be consistent with the purpose and intent of the M-1 zone, <br />it would not adversely affect residential zoned areas, and is subject to the design criteria for the M-1 <br />Zone. The coffee roasting activity will be located in an existing manufacturing building approved under <br />SEPA No. 113-87. <br />Adherence to the conditions of the approved SEPA review will ensure the site is used in an appropriate <br />manner. Application of the development standards in the Zoning Cod- will ensure compatibility of the <br />proposal with the City's General Plan policies for the Office and Industrial Park land use element. <br />CONCLUSION: The proposed use is of the same basic nature as other manufacturing, warehouse, and <br />office uses and more specifically, similar to a wholesale bakery, which is a permitted use in the M-1 <br />zone. The nearest residentially zoned area is over 2,000 feet from the proposed coffee roasting <br />business. The use is consistent with the stated purpose of the M-1 zone and General Plan goals and <br />policies. <br />DECISION: Based upon the findings and conclusions listed above, the proposed use described by the <br />applicant is similar in nature to a wholesale bakery. The Planning Director hereby APPROVES the <br />proposed use as a permitted use in the M-1 zone, at 1525 75' Street SW, subject to compliance with all <br />PSAPCA requirements. <br />RIGHT TO COMMENT: Notice was sent to all contiguous property owners of the proposed use's <br />site, and the site was posted. The fourtcen-day comment period ended on April 23, 1999. <br />
