NOTICE OF APPLICATION <br />AND <br />PROPOSED PLANNING DIRECTOR'S UNLISTED USE DETERMINATION <br />NO. 99-017 <br />CASCADE COFFEE COMPANY <br />INTRODUCTION: The City of Everett Planning Department has received a request by <br />Cascade Coffee, Inc. to determine whether a coffee roasting facility is a permitted use in the <br />M-1, Office and Industrial Park Zone. The City of Everett Zoning Code does not specifically <br />list this type of use in any zone. However, the code does provide a process whereby the <br />Planning Director may make a determination as to whether or not this use shall be permitted in <br />the M-1 Zone at a specific location. <br />BACKGROUND: A coffee roasting facility is proposes to be located in a portion of an <br />existing manufacturing building on a 20 acre parcel located at 1525 75' Street SW. Parking <br />for the use and other manuracturmg uses that may occupy the building will be provided in <br />accordance with the Zoning Code. <br />Section 2.080.13.2 of the C.ty of Everett Zoning Code requires that the Planning Director use <br />the following criteria in determining whether a proposed use closely resembles a permitted use <br />in that zone: <br />a. The use resembles cr is of the same basic nature as a use or uses expressly authorized <br />in the applicable zoning district or districts in terms of the following: <br />the activities involved in or equipment used or materials employed in the use; <br />the effects of the use on the surrounding area, such as traffic impacts, noise, dust, <br />odors, vibrations, lighting and glare, and aesthetic apprtrance. <br />b. The use is consistent with the stated purpose of the applicable district or districts. <br />c. The use is compatible with the goals and policies of the Everett General Plan. <br />FINDINGS: The proposed use involves processing of a food product. Raw coffee beans enter <br />a roaster through a series of elevators and conveyors. Within the roaster, a portion of the <br />beans is burned away. After cooling, the finished product is packaged and transported by <br />truck to various distribution centers. <br />Cascade Coffee proposes relocation of an existing roasting facility currently located at 729 <br />1001" Street SE, in Everett. The existing facility is located within the C-IR zone. The <br />properties on the opposite (south side of 100' Street are zoned R-3, Multiple -Family. This <br />facility received SEPA approval from the City in 1989 (SEPA 118-89). <br />
