TO 'Planning Department, Bol- ' �nJles <br />rn0K1 Public Works Department, CLlia Strong <br />DATE July 22, 1980 <br />SUBJECT Supplement to paragraph p8 7-15-80 Response„y Of EVFn[TT, EVE EETI WASH I NGTON <br />To O'Donnell Brigham (Everett Industrial Center) Phase 11 <br />Multiple driveways onto 75th Street Arterial as shown on SEPA site plan could <br />present an impact to the traffic on 75th Street. The extent of the impact would <br />depend upon the vehicle volume and vehicle type, generated by each proposed <br />structure. <br />Vehicle Volume <br />The narrow depth of each configuration and the limited size of each proposed <br />structure limits the extent of the impact of traffic quantity at each driveway to <br />the point where mitigation can and will be imposed as part of ,he individual site <br />development permit review process as indicated in condition #1 of the July 15, <br />1980, memo. Or, in other words, the traffic circulation plan is required to be <br />approved by the City Traffic Engineer. Depending upon the exact proposal varying <br />degrees of circulation control will be imposed, such as "one way in and out", all the <br />way to "complete closure of a given driveway access". The City has the authority <br />by existing code to impose these restrictions (see Title 13.16.050G & 13.16.120, of <br />EMC). <br />Vehicle Type <br />The sites will also Le reviewed on the basis of provisions for loading and unloading <br />and in the case where only one driveway is proposed an adequate vehicle turn <br />around will be required. <br />This requirement is necessary to allow safe, convenient and efficient loading and <br />unloading and to prevent any need or desire to perform such loading and unloading <br />by stopping or standing vehicles within 75th Street right-of-way. Stopping or <br />standing of a vehicle for the purpose of loading or unloading, within the right-of- <br />way of 75th Street shall not be permitted, all necessary and appropriate measures to <br />assure compliance will Le imposed on a case by case basis in the plan review phase. <br />CIS.IcI <br />J <br />
