I <br />#80-54 <br />FINAL DECLARATION OF NON -SIGNIFICANCE <br />Description of Proposal <br />The proposed action is the issuance of building and grading permits to allow the construction <br />of a 100,000 sq. ft. industrial center complex on an approximately 8.25 acre site. The <br />following factors were considered and the listed requirements were placed in response <br />to comments submitted during our review of an environmental checklist for this proposal: <br />I. The site is zoned M-1, hleavy M,nufacturing Zone, which would allow this use. <br />The site is currently vacant and wooded with alder saplings and a few evergreens <br />and is in an area of increasing industrial development. A substantial grade difference <br />exists where the site abuts 75th St. and 16th Ave. West. <br />2. The proposed complex is comprised of 6 one-ste , buildir s ranging in size from <br />10,000 sq. ft. to 22,000 sq.ft. Each building is provided Aith a parking area. <br />3. In order to achieve a bala-iced cut/fill regrading of the site, approximately 49,000 <br />cubic yards of material will be moved. <br />4. Drainage shall be designed in conformance with the City's drainage ordinance. On - <br />site detention is required. Discharge should be to 75th Street. A Temporary Er-)sion <br />Control Plan will be required prior to site preparation. Drainage calculations to <br />be submitted on City Drainage Plan submission form. Reseeding of exposed earth <br />is required within 30 days o.` completion of earth work. <br />5. Participation in the program to fund the Southwest Sanitary Sewer Interceptor and <br />Lift Station 13 improvement is required. <br />6. Adequate water pressure ind fire hydrants must be provided in compliance with <br />Public Works and Fire Department requirements: A hydrant is required within 200 <br />ft. of all buildings. <br />7. Exterior signing of the site and exterior building treatment must be approved by <br />the Planning Department. <br />8. Exterior lighting shall be designed to IES standarus with luminance distance cutoff <br />designed to be approximately at the property lines. <br />9. Nroutside storage of materials, rubbish, finish products, or raw materials of any <br />nature shall be stored or permitted to remain on any site outside of the buildings <br />without adequate and properly designed screening. Such screening, if storage is <br />of permanent use, shall be subject to review and written approval of the Planning <br />Department. Waste and rubbish storage facilities shall be adequately screened from <br />view. <br />10. Off street parking shall be provided in compliance with Zoning Code Requirements <br />as determined by the Building Official. If parking requirements are determined <br />by specific use areas of the building, any future modifications of building use must <br />be reviewed and approved to aetermine adequacy of parking for the entire building. <br />Participation in the 75th Street and 16th Street Local Improvement Districts <br />is required. <br />k •G-s <br />L• C.� <br />
