result in a lower intensity of development may be approved by the Planning and <br /> Community Development Director. However, in no case shall minor revisions result in <br /> increased impact on adjacent properties or environmentally sensitive areas. <br /> 2. A 15 foot wide easement must be provided to the City for trail purposes in order to <br /> allow for access between Merrill Creek Parkway and the City-owned property to the <br /> north. The exact location of the easement shall be determined at such time as a specific <br /> trail plan is developed by the City, and shall be within 125 feet of the high water mark <br /> of Merrill and Ring Creek, on the west side of the creek. <br /> 3. The passive and active open space areas must be physically linked by a looped trail <br /> system through the site. The trail system must also provide a connection to the <br /> developed portion of the site (i.e., vicinity of north side of Building A). The location <br /> and design of the trail must be approved by the Parks and Planning Departments, and <br /> shall generally be consistent with the conceptual location identified on the site plan <br /> entitled "Exhibit B to Planning Commission Public Hearing." This document is on file <br /> at the Planning Department. <br /> 4. The final design of the buildings must incorporate the color schemes proposed in the <br /> November 1993 Front Elevation, or alternative colors must be approved by the <br /> Planning Department. This elevation is on file at the Planning Department and is <br /> entitled, "Exhibit A to Planning Commission Hearing." The final design must <br /> substantially include the following elements: <br /> a) Color coordination of the balcony handrails and roof, as rendered in Exhibit "A." <br /> b) Use of color bands on the facades of the building. The color bands shall provide a <br /> color contrast using different shades as shown on Exhibit A. <br /> c) Texturing of the building exterior walls. This may be accomplished through the use <br /> of different finish materials, or other appropriate means. <br /> 5. Exterior lighting of the parking lot must be provided. Lighting must be shielded from <br /> adjacent buildings. <br /> 6. Detailed drawings in accordance with City Design and Construction Standards shall be <br /> submitted to the Public Works Department showing site parking layout, landscaping, <br /> utilities, storm drainage, temporary construction erosion control, and all required <br /> improvements in the public right-of-way. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. All improvements shall be <br /> completed, approved, and warranted before occupancy permits are issued. <br /> 7. A gravity sewer main per City Design Standards must be constructed to serve each <br /> building with a connection to Merrill Creek Parkway. The sewer must be within a 20- <br /> foot public easement. <br /> 8. A water main must be constructed around the site per City Design Standards and <br /> stubbed to the north property line. The water main must be within a 15-foot public <br /> easement. <br /> 9. Special charges for connection to the sewer and water systems in accordance with <br /> Ordinance 1171-85 and subsequent revisions are applicable. These charges are based <br /> on projected water usage and can be substantial. The Applicant is encouraged to obtain <br /> a copy of the ordinance and determine estimated charges prior to building permit <br /> 2 <br />
