44. Premise identification and all required Fire Department access roads and fire hydrants <br /> must be in service prior to commencement of construction. <br /> 45. Fire safety practices during construction must be in compliance with the Uniform Fire <br /> Code, 1985 Edition, Article 87, "Fire Safety During Construction." <br /> 46. For fire safety in multi-family projects with community laundry facilities, the following <br /> is required: <br /> a. A self-closing, solid core door must be installed for the laundry room. Any <br /> restraining device must be activated by an approved smoke detector. <br /> b. A covered metal container must be provided for the disposal of combustible <br /> waste in the laundry room. <br /> 47. Any security fence erected around the construction site must be located so as to not <br /> obstruct any existing hydrant, fire protection equipment, or Fire Department access. If <br /> Fire Department access is obstructed, gates or other openings must be provided. <br /> 48. The Washington State Clean Air Act requires the use of all known, available, and <br /> reasonable means of controlling air pollution, including dust. Dust generated during <br /> construction activities can be controlled by wetting those dust sources such as areas of <br /> exposed soils, washing truck wheels before they leave the site, and installing and <br /> maintaining gravel construction entrances. Construction vehicle track-out is also a <br /> major dust source. Any evidence of track-out can trigger violations and fines from the <br /> Department of Ecology or the Puget Sound Air Pollution Control Agency. <br /> 49. Any grading/fill on this site shall be done so as to not impact the surrounding <br /> properties. <br /> 50. Prior to issuance of any permits, the Applicant must pay a mitigation fee of$9,743.00 <br /> per the Interim Traffic Mitigation Ordinance No. 1670-89, as amended. <br /> 51. Stormwater runoff from paved surfaces must be routed either through a baffle-type <br /> oil/water separator in series with a vegetated swale or through a wetpond prior to <br /> discharge from the site or to wetland or stream areas. These water quality <br /> enhancement features must be designed in accordance with City Standards. <br /> 52. No stormwater facilities, including wetponds, detention facilities or vegetated swales, <br /> may be located inside wetlands, streams, or their buffer areas. Wetlands may not be <br /> used for detention of stormwater. <br /> 53. Per City standards, a temporary construction chainlink or solid wooden fence, a <br /> minimum of four (4) feet high, must be placed along the edge of the defined limits of <br /> environmentally sensitive areas, including the buffers, prior to the initiation of any land <br /> alteration activities on the site. <br /> 54. Development of the site must not adversely affect the hydrology of the site's streams, <br /> wetlands, and environmentally sensitive steep slopes. Exception: the pedestrian trail <br /> may be located within steep slope areas and required buffers. Plans for the trail must <br /> be reviewed and approved by the Planning and Parks Departments. <br /> 55. This site drains to two different drainage basins - Merrill and Ring Creek and Narback <br /> Creek. The existing drainage basin boundaries must be shown on the site topographical <br /> 7 <br />
