'•=f ' <br /> ,,,, <br /> ,=' <br /> „:), <br /> L' `.Err <br /> RESOLUTION NO. 3789 <br /> A RESOLUTION declaring an emergency to exist and <br /> authorizing the Building Official to have the <br /> building located at 2814 Grand Avenue <br /> repaired or demolished. <br /> WHEREAS, the City Council finds that pursuant to the Uniform <br /> Code for the Abatement of Dangerous Buildings, the building <br /> which is located at 2814 Grand Avenue, contains the following <br /> deficiencies: <br /> 1. The building has become so dilapidated and deteriorated <br /> it has become an attractive nuisance to children and a <br /> harbor for vagrants; <br /> 2 . The building exists and is maintained in violation of <br /> specific requirements applicable to such buildings by <br /> the City's Building Codes, as specified in the Building <br /> Code relating to unsafe buildings and adopted by <br /> ordinance by the City; <br /> 3 . The roof of the building is deteriorated and decayed to <br /> such an extent that children playing on the roof have <br /> created holes in the roof from running on it; <br /> 4 . Concrete blocks have been dislodged and may fall from <br /> the building thereby injuring persons; <br /> 5. Partitions placed along the building adjacent to the <br /> sidewalk are deteriorated, decayed and are likely to <br /> become detached or dislodged and collapse thereby <br /> injuring persons or property; <br /> 6. There is a drop of more than six feet from the adjacent <br /> public sidewalk into the building; <br /> 7. The building and surrounding premises are being used as <br /> a dumping area for trash, garbage and debris; and <br /> 8. The building is in such a condition as to constitute a <br /> public nuisance; and <br /> WHEREAS, the City Council finds that notice was sent, <br /> certified mail return receipt requested, to the owners and <br /> all interested parties in the property directing that the <br /> building be secured and all dangerous conditions eliminated <br />
