or that the building be demolished and guardrails placed along the adjoining public sidewalk; and WHEREAS, the required securing and elimination of all dangerous conditions or demolition of the building from the property and placement of the guardrails have not taken place; and WHEREAS, the City Council finds that the building is unsafe in its present state and is a hazard to the life, health and safety of the general public; and WHEREAS, the City Council finds that it is imperative that immediate action be taken to repair and/or demolish the building and provide guardrails along the sidewalk; and WHEREAS, the City Council finds that the normal abatement proceedings would take too long to implement to address this dangerous condition; and WHEREAS, the City Council finds that the owners of the property have been given notice of this Council meeting; and WHEREAS, the City Council finds that Chapter Ten of the Uniform Code for the Abatement of Dangerous Buildings, as adopted in Ordinance No. 1886-92 , empowers the City Council to authorize the Building Official to effect the immediate repair, vacation, securing or demolition of buildings which present immediate danger to life, health or safety of any person; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF EVERETT: 1. An emergency is hereby declared to exist. 2 . The address of the building is 2814 Grand Avenue, Everett, Washington. The building is located on the following legally described property: Lots 20A and 21, Block 671, Plat of Everett, according to the plat thereof recorded in Volume 3 of Plats, page 32, records of Snohomish County; Situated in the City of Everett, State of Washington. 3 . The building located at the above address is hereby declared to be a dangerous building. 4 . It appears that the building and its relation to the sidewalk present an immediate danger to the life, health and safety of the general public.
