The Applicant requested approval of a Special Property Use Permit for <br /> r+ H the construction of a driving range on nine acres of property located <br /> g rn east of 16th Street West and north of 80th Street SW, in the City of <br /> ty ti Everett, Washington. The parcel of land is part of a 40 acre parcel on <br /> r which a factory is located. The proposed development will be on the <br /> H m eastern nine acres of the parcel. Admitted as exhibit 6 to the hearing and attached hereto as part of <br /> these findings is a proposed site plan depicting the subject property. <br /> As shown on the site plan, the proposed golf driving range is located <br /> on the eastern portion of the property. (exhibit 6) <br /> 3. It is the intent of the Applicant to construct the driving range with <br /> 38 tees. In addition, attin green, a coffee shop and <br /> in 9 9 P pro shop and <br /> a chipping g green will be constructed. (staff report) <br /> { 4. She subject property is zoned Medium Manufacturing (MM). It has a <br /> Comprehensive Plan designation of Light Industry. (staff report) <br /> _ 1 5. The property north of the site is zoned M-1 while the other properties <br /> �e surrounding the subject property have M,1 zoning designations. 7fie <br /> �►� property immediately west of the golf course is the Applicant's <br /> manufacturing facility. The property to the north is a warehouse and <br /> the properties to the south and east are vacant. (staff report) <br /> �►� 6. On October 5, 1988, the Everett City Council approved an amendment to <br /> the M4 zoning permitted uses as set forth in the Everett Municipal <br /> Code. The amendment allows facilities for "recreation and sporting <br /> purposes only, including exercise equipment, baseball fields, racing <br /> +_►� tracks, golf courses/driving ranges, parks, trails and other <br /> non-motorized recreational activities" as permitted uses with a Special <br /> Property Use Permit. (staff report) <br /> 1 7. In order for a Special Property Use Permit to be granted, the standards <br /> and guidelines of EMC 19.58.010.B (1-3) must be satisfied. These <br /> includes <br /> iLao <br /> A% The proposed use must be reasonably compatible with other uses <br /> and potential uses within the general area in which the use is <br /> proposed to be located; <br /> B. The use must not have a serious adverse effect on the ecology <br /> and/or environment of the community; and, <br /> C. The use must serve the public convenience and necessity.
