Prior to the issuance of any permits by the City for culverting <br /> of the drainage channel, the Applicant must either obtain an <br /> Hydraulic Project Approval from the State Department of Wildlife <br /> or Fisheries or must obtain a letter stating that an HPA is not <br /> required. <br /> 2. The applicant must coordinate the proposal with the State <br /> Department of Ecology to determine whether any modifications to <br /> its NPDES permits are required as a result of the proposed <br /> expansion to the factory building.
