Noise studies may be required to determine if a proposal is in conformance with the ordinance. Engine run-up noise is exempt during daytime hours from the City and County noise regulations, but can result in significant short-term noise levels in residential areas. Boeing is permitted to add additional engine run-up stations provided a noise study is completed which documents that noise levels will not exceed those established in the 1991 EIS for the Boeing Expansion. Other than note .1 above, any use that is exempt or partially exempt from EMC 20.08 and that exceeds the standards in EMC 20.08, including new jot engine run-up stations, must.ubmit additional SEPA analysis of noise impacts. The City's Responsible Official may impose conditions to mitigate impacts beyond that required in the noise ordinance. 7.1.3 Mitigation Measures I. Warning devices on vehicles (backup beepers) are exempt from the City's noise ordinance, but arc perceived as irritating by most people. Developments that abut residential zones must be designed to shield vehicle maneuvering and loading areas from residential areas by placement of buildings, berms, etc. (SEPA Environmental Health Policies) 7.2 TOXIC/HAZARDOUS MATERIALS AND EXPLOSIVES 7.2.1 Threshold Additional SEPA analysis is required for clean up of contaminated sites. 7.2.3 Mitigation Measures Construction Phase Construction equipment and vehicles must be maintained so they do not leak fuels or lubricants. During construction, a staging area must be specified for all vehicle maintenance activities. The staging area must be located well away from all drainage courses. Where possible, all stormwater from related maintenance areas must be directed to the sanitary sewer, rather than the stormwater system. (SEPA Earth, Water and Environmental Health Policies) t�
