Detention of storm water runoff is required in accordance with current City standards. <br />"Existing" site conditions shall be those conditions documented in the 3/13/97 drainage <br />report for Variance H2O-96. <br />18. The site naturally drains into a wetland that is located adjacent to this site on the west. <br />Occauv this wetland has a restricted outlet, this project shall not discharge a greater volume <br />of water to the wetland under developed conditions that it has historically. The design storm <br />for calculation of runoff volumes shall be the 6-month, 24-hoar storm. The applicant may <br />choose to discharge all storm water runoff from the site to the storm drainage system in 80'" <br />Street instead of discharging a portion of the runoff to the wotland. <br />19. Treatment of storm water runoff from paved areas must occur, per current City standards, <br />prior to discharge of the storm water from the site or to a stream or wetland. Storm water <br />treatment is required when 5,000 square fee of pavement is created by a project. <br />20. The options for storm water treannent for this project are: <br />a. a wetpond <br />b. a constructed wetland <br />21. All storm water facilities shall be designed in accordance with current City standards, and <br />should be designed and initially constructed to meet the requirements of all planned future <br />expansion on the site. If the storm water facilities are not designed and constructed initially <br />for all phases of the project, the runoff control requirement for future phases of the project <br />shall be those standards in effect at the time of application for each building permit <br />22. Per City policies, due to the proximity of the site to environmentally sensitive areas, seasonal <br />limitations may be placed on land alteration activities. Land alteration and activities are <br />defined in the City's Design and Construction Standards and Specifications as clearing, <br />grubbing, excavation, filling, grading, and stockpiling. Determination of the exact season <br />limitation period requires site -specific information generally not available until the project <br />design stage. However, preliminary analysis using the information available at this time <br />indicates that land alteration activities on the project site may be restricted to the period <br />between April 1 and October 1. <br />J 23. Parking must be pot City Zoning Code and City Design at <br />Construction Stand4ds and <br />Specifications. For the proposed 17,400 square foot Phase I, a minimum of 29 parking stalls <br />are required. For the 10,550 square feet proposed in Phase 2, a minimum of l8 parking <br />spaces is required. A minimum of two ha»ducap spaces must be provided for Phase 1 and <br />one additional handicap spaces must be provide for Phase 2 of the proposal. <br />24. A pedestrian circulation system for the site must be approved by the Planning Director and <br />Traffic Engineer prior to the issuance of any building permits. Walkways must allow <br />pedestrians and wheelchairs to gain easy access from sidewalks and bus stops to building <br />entrances through the use of paths which are physically separated from vehicle traffic and <br />maneuvering areas. (See the city's Design and Construction Standards and Specifications <br />Manual and Section 39.165 of the Zoning Code.) <br />2y <br />
