Fl, .L DECLARATION OF NON-SIGNI. :ANCE <br />SEPA 11 35-93 <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit application has <br />been submitted within that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />DESCRIPTION OF THE PROPOSAL: <br />The proposed action is the issuance of grading and building permit9 to allow <br />the construction of an approximately 5,376 sq. ft. office building, and <br />approximately 6,000 sq. ft. warehouse building, and an 1,000 gallon gasoline <br />tank on an 2 acre site. The following factors were considered and the listed <br />requirements were placed in response to comments submitted during our review <br />of an environmental checklist for this proposal: <br />1. The Site is zoned M-M, Medium Manufacturing Zone, which would permit <br />the proposed use. The site is vacant and is wooded primarily with <br />Alder sapiivic and associated understory, and a few scattered large <br />Evergreen. The Site slopes to the east and includes approximately 30% <br />slopes ou the eastern portion of the property. <br />2. Substantial excavation is anticipated (approximately 11,000 cubic yards <br />of material); however, no importing or exporting of earth is expected. <br />3. Drainagr must be designed in compliince with the City's Drainage <br />Ordinance. In lieu of providing on -site detention, payment to City <br />Drainage Fund 340 is required. <br />4. Parking must be provided in compliance with Zoning Code requirements, <br />in-luding provision of landscaping. <br />5. Construction of the gasoline tank must be in compliance with Fire <br />Department requirements. <br />6. The area to the east, across Hardeson Road, is zoned R-3. Landscape <br />screening of the proposed warehouse and office uses must be provided <br />along the eastern edge, in compliance with Zoning Code requirements <br />(Section 19.42.030B). Such screening shall consist of a greenbelt or <br />planting strip at least five feet in width with sufficient planting of <br />at least six feet in height to effectively create a Bight obscuring <br />barrier. Additionally, outdoor storage areas must be screened. <br />7. Detailed drawings, in accordance with City Design and Construction <br />Standards, shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in Vie <br />public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All <br />improvements Shall be completed, approved, and warranted before the <br />Occupdncy Permit is issued. <br />8. Participation in the cost to fund the south Everett lift station is <br />required. The approximate coat based on the preliminary information <br />provided is $0.624/sq. ft. of office and $0.0624/sq. ft. of warehouse <br />Space.
