As I have explained to Mr. Kirk <br />Brooks and to Mr. Gordon Witcher, the subject property currently has a natural <br />drainage course which discharges in a "sheet flow" condition onto the <br />neighboring private property. <br />Mr. Nordwall has requested our office to prepare grading and drainage plans <br />i and calculations for building permit submittal. Typically we would design the <br />C drainage discharge from the subject property to follow the same downstream <br />course. Unfortunately it appears that the development of the neighboring <br />property to the south and east of the subject property did not include any <br />facility for conveyance of "off -site upstream" storm runoff as naturally <br />occurs; i.e., a properly sized storm drain stub, proper easements for <br />drainage. <br />I have written to Mr. Brooks and requested assistance on August 18, 1989, (see <br />attached letter) I was referred to Mr. Witcher who suggested that Mr. Nordwall <br />obtain an easement to construct a storm drain connection to a catch basin on <br />the neighboring property to the south. Mr. Nordwall has informed me that he <br />was unsuccessful. The neighbor, The Millstone Company, asked for too much <br />I money for what Mr. Nordwall believes he should not have to pay for. After <br />all, the Nordwall property's natural drainage course is discharging onto the <br />Millstone property. <br />Please advise me as to what the City considers to be an acceptable means of <br />discharging storm runoff from Mr. Nordwall's property. Also please note that <br />Mr. Nordwall has informed me that he has attempted to solve this problem and <br />' t to the <br />that he has no reasonable means of obtaining an easement to connec <br />neighbor's storm conveyance system. <br />gincerely<� <br />�C.J yron G.
